Speech by H.E. Huang Zheng, Chinese Ambassador to the FSM, at the Groundbreaking Ceremony of the China-aided Pohnpei Secondary Road and Kahmar Bridge Project

尊敬的兩市傳統(tǒng)領袖，

各位來賓，女士們、先生們：

　　大家下午好！

　　我很高興參加今天這場期待已久的開工儀式。首先，請允許我代表中華人民共和國政府，向傳統(tǒng)領袖、副總統(tǒng)閣下、密聯(lián)邦政府和人民，就波納佩州二級公路和卡瑪橋項目的開工表示熱烈的祝賀。今天是一個值得高興的日子，因為這一項目的成功啟動，標志著密聯(lián)邦交通基礎設施的發(fā)展達到一個新的水平，并將取得又一項里程碑式的成就。

Distinguished guests, Ladies and gentlemen, Good Afternoon!

It is indeed my great honor and pleasure to attend this long-awaited Groundbreaking Ceremony today. First of all, on behalf of the Government of the People's Republic of China, please allow me to express my warmest congratulations to Your Honorables, the Respective traditional leaders, Your Excellencies, Your Honorables and to the government and people of FSM on the groundbreaking of the Secondary Road and Kahmar Bridge project. It is indeed a happy occasion as it marks a new level and another important milestone of the transportation infrastructure development in the FSM which is badly needed in the FSM and will significantly help FSM to achieve sustainable development.

　　今年是中密建交30周年。1989年兩國建交后，中國政府高度重視發(fā)展中密友好關系，始終將密聯(lián)邦作為好兄弟、好伙伴、好朋友。

　　一個中國原則不僅是我們伙伴關系最根本的基石，也是每個國家都應該遵守的神圣國際法。我們的伙伴關系取得成功的唯一最重要原因就是密方嚴格遵守了神圣的一個中國原則。世界上只有一個中國，中華人民共和國政府是代表全中國（包括臺灣）的唯一合法政府。臺灣是中國的一部分。我們衷心感謝密克政府和人民，感謝你們在本地區(qū)的領導，維護這一神圣的一個中國原則。如果沒有一個中國原則的基礎，我們整個伙伴關系的大廈就會崩塌。

Year 2019 marks the 30th anniversary of the establishment of diplomatic relations between China and the FSM. In 1989, following the independence of the FSM 3 years before that, China became one of the earliest countries to recognize the independent sovereignty of the FSM and establish diplomatic relations with the FSM. Since then, the Chinese government has always attached great importance to its development and treated the FSM as a good brother and sister, good partner and good friend.

One China Principle is not only the most fundamental cornerstone and bedrock of our partnership, but also it is the sacred international law that every country should obey. The single most important reason for the success of our partnership is the strict abidance by the FSM to the sacred One China Principle. There is only but one China in the world. The government of the People's Republic of China is the sole legitimate government representing the whole China including Taiwan. Taiwan is part of China.

We highly appreciate the FSM government and people for your leadership in this region to safeguard this sacred One China Principle. Without this bedrock of One China Principle, the whole building of our partnership would collapse.

　　2014年習近平主席與密聯(lián)邦前總統(tǒng)莫里決定建立相互尊重、共同發(fā)展的戰(zhàn)略伙伴關系，翻開了中密關系新的一頁。2018年11月，習近平主席與密聯(lián)邦前任總統(tǒng)克里斯琴在巴新舉行會晤并取得重要成果，共同決定將中密關系提升為全面戰(zhàn)略伙伴關系，為兩國關系長遠發(fā)展指明了方向。密聯(lián)邦新任總統(tǒng)帕努埃洛就任后再次重申，密政府將堅定恪守一個中國原則，將推動中密全面戰(zhàn)略伙伴關系邁上新高度。我作為中國駐密大使的任務，就是全面貫徹落實中密兩國領導人的共識，全力推動中密全面戰(zhàn)略伙伴關系在今后30年和更遠的未來不斷邁上新臺階。中密建交30年以來，中方本著平等、互利、開放和可持續(xù)的原則為密聯(lián)邦可持續(xù)發(fā)展提供了力所能及的無私援助。我們的援助是真誠的、無私的，是不附加任何政治條件的，為中密兩國人民帶來了實實在在的福祉。

In 2014, Chinese President Xi Jinping and his FSM counterpart, FSM President Mori, decided to establish a Strategic Partnership featuring mutual respect and common development, opening a new chapter of the China-FSM relations. In November, 2018, as a significant achievement of their summit at Port Moresby, Papua New Guinea, President Xi Jinping and the then leader of the FSM, former FSM President Peter Christian, jointly announced the elevation of the China-FSM relations to a Comprehensive Strategic Partnership, chartering the course for the long-term development of our bilateral relations. The new President H.E. Panuelo has strongly committed to promoting China-FSM Comprehensive Strategic Partnership to a new high. And my mission here in the FSM is to fully implement the important consensus reached between the leaders of both China and FSM to continuously enhance our partnership to a new high for the next 30 years and beyond. Over the past 30 years, China has been providing aid and assistance to the FSM within her capabilities, based on the principles of equality, mutual benefit, openness and sustainability. Our assistance to the FSM is selfless and without political preconditions, which has brought tangible benefits to both of our peoples.
