“吏部”是古代專門管理“官吏”事務的部，相當于如今的“人事部”；“尚書”相當于如今的部長。因此不妨譯作minister of personnel affairs。不同朝代有不同的官銜及其管轄范圍，確定其地位與管轄權限，酌情處理。是“郡”或是“州”的頭頭，可比就現(xiàn)在的省、地、縣各級官員。而無論是省長還是署長專員，英文都可用 governor，所不同的只是前者為provincial governor，而后者是 prefectural governor。侍郎( vice minister )應該是相當于現(xiàn)在的中央政府的副部長一職。
