第三，應密切關注并改善巴勒斯坦經濟和人道狀況。中方再次對有關方面扣減部分為巴勒斯坦代征的稅款表示擔憂，呼吁有關方面切實履行《巴黎議定書》等有關國際條約規(guī)定的義務，全面執(zhí)行聯合國有關決議，盡快全面解除對加沙的封鎖。國際社會應繼續(xù)加大對聯合國近東巴勒斯坦難民救濟和工程處的支持，改善巴勒斯坦難民人道條件。中方已宣布今年將對工程處的年度捐款增加至100萬美元。我們還將通過雙邊渠道向巴勒斯坦人民提供支持，包括支持地區(qū)國家救助巴勒斯坦難民項目。

Third, close attention must be given to improving the economic and humanitarian situation of Palestine. China expresses once again its concern at the withholding of tax revenue collected on behalf of Palestine and calls upon the parties concerned to implement obligations under international treaties including the Paris Protocol, fully implement relevant UN resolutions and swiftly and completely lift the Gaza blockade. The international community should continue to increase its support to UNRWA with a view to improving the humanitarian conditions of the Palestinian refugees. China has announced that it will increase its annual contribution to the Agency to US$1 million. We will also provide support to the Palestinian people through bilateral channels including through support to regional countries' assistance programs for the Palestinian refugees.
