三是堅(jiān)定不移地維護(hù)世界和平穩(wěn)定。中國是國際安全合作的倡導(dǎo)者、推動(dòng)者和參與者。中國軍隊(duì)已與近30個(gè)國家和國際組織建立了防務(wù)安全磋商對(duì)話機(jī)制,與150多個(gè)國家開展了包括人員和軍艦互訪在內(nèi)的軍事交往。自1990年以來,中國軍隊(duì)已先后參加24項(xiàng)聯(lián)合國維和行動(dòng),累計(jì)派出維和軍事人員4萬余人次。中國目前是聯(lián)合國安理會(huì)常任理事國中派出維和人員最多的國家,維和經(jīng)費(fèi)出資也居世界第二位。事實(shí)證明,中國越發(fā)展,對(duì)世界和平就越有利;中國軍隊(duì)力量越強(qiáng),對(duì)世界和平的貢獻(xiàn)就越大。
Third, the PLA is committed to upholding world peace and stability.
To safeguard world peace, China has advocated, promoted and contributed to international cooperation.
The PLA has established mechanisms of consultation and dialogue on defense and security with nearly 30 countries and international organisations.
We have engaged more than 150 countries in military-to-military exchanges, including mutual visits of personnel and naval vessels.
Since 1990, the PLA has sent more than 40,000 military personnel to 24 UN peacekeeping missions. China is now the largest contributor of peacekeepers among the five permanent members of the UN Security Council, and the world's second largest contributor to the UN peacekeeping budget.
Facts have shown that China's development is conducive to world peace. As China's military grows stronger, it is bound to make greater contribution to world peace.
女士們、先生們,
今年是中華人民共和國成立70周年,也是中英建立代辦級(jí)外交關(guān)系65周年。65年來,中英關(guān)系實(shí)現(xiàn)跨越式發(fā)展,兩軍關(guān)系也得到順利發(fā)展。雙方各層級(jí)互動(dòng)交往活躍,兩軍在聯(lián)合國維和行動(dòng)以及反恐、反海盜、人道主義救援等領(lǐng)域合作取得積極成果。
當(dāng)前,中英關(guān)系正站在新的歷史起點(diǎn)。昨天,英國新首相約翰遜就職,我們期待與英國新一屆政府共同推動(dòng)兩國、兩軍關(guān)系不斷向前發(fā)展。雙方應(yīng)著眼大局,把握大勢,共擔(dān)重任:
Ladies and Gentlemen:
This year marks the 70th anniversary of the founding of the People's Republic of China. It is also the 65th anniversary of diplomatic relationship between China and the UK at the level of chargé d'affaires.
In the past 65 years, along with the great leaps achieved in our bilateral relationship, the military-to-military relationship between China and the UK has also made remarkable progress. Our two militaries have engaged in active interactions and exchanges at all levels, and cooperation between our military forces on UN peacekeeping missions and in counter-terrorism, anti-piracy and humanitarian relief operations has achieved positive outcomes.
China-UK relationship now stands at a new historical starting point. Yesterday, the new Prime Minister of the UK, Mr. Johnson, took office. We look forward to working with the new British Government to achieve new progress in the relationship between our two countries and between our two militaries. It is important that our two countries keep the larger picture in mind, seize the trend of our times and shoulder our responsibilities.
一要共惜合作成果?!耙允窞殍b,可以知興替?!?5年的中英關(guān)系史表明,只要雙方相互尊重、平等相待,尊重彼此核心利益和重大關(guān)切,中英關(guān)系就能不斷向前發(fā)展,反之兩國關(guān)系就會(huì)停滯甚至倒退。展望未來,我們應(yīng)始終牢記歷史經(jīng)驗(yàn),著眼兩國人民根本利益,珍惜中英關(guān)系來之不易的良好局面,努力維護(hù)中英關(guān)系“黃金時(shí)代”大方向,使兩國人民獲得更多實(shí)實(shí)在在的利益。
First, we should cherish the outcomes of our cooperation.
History is a mirror that reflects the rise and fall of the tide of change. The development of China-UK relationship in the past 65 years shows that for this relationship to move forward, our two countries must respect each other, treat each other as equals, and respect each other's core interests and major concerns. Otherwise, this relationship will grind to a halt or even backpedal.
It is important we remember this historical lesson as we go forward. We should cherish the sound momentum in China-UK relationship which has not come by easily. And we should keep the big picture in mind, that is, the China-UK "Golden Era". This serves the fundamental interests and will deliver more tangible benefit to the people of our two countries.
