Initiative on Promoting Unimpeded Trade Cooperation along the Belt and Road

《推進(jìn)“一帶一路”貿(mào)易暢通合作倡議》于2017年5月14日在“一帶一路”國(guó)際合作高峰論壇高級(jí)別會(huì)議“推進(jìn)貿(mào)易暢通”平行主題會(huì)議上正式發(fā)布。倡議全文如下：
2017年5月14日，中國(guó)商務(wù)部主辦的“一帶一路”國(guó)際合作高峰論壇高級(jí)別會(huì)議“推進(jìn)貿(mào)易暢通”平行主題會(huì)議在北京舉行。來(lái)自相關(guān)國(guó)家和國(guó)際機(jī)構(gòu)的代表圍繞“暢通、高效、共贏、發(fā)展，深化‘一帶一路’經(jīng)貿(mào)合作”主題，進(jìn)行了深入和富有成效的討論，達(dá)成廣泛共識(shí)。本倡議根據(jù)此次會(huì)議討論情況制定，由相關(guān)國(guó)家和國(guó)際機(jī)構(gòu)在自愿基礎(chǔ)上參與，并對(duì)未來(lái)參與保持開(kāi)放。
The Thematic Session on Trade Connectivity of the Belt and Road Forum for International Cooperation, organized by the Ministry of Commerce of China, was held in Beijing on May 14, 2017. Under the theme of “Deepening Trade and Economic Cooperation along the Belt and Road for Unimpeded and Efficient trade and Win-Win Development”, participants from the related countries and international organizations had in-depth and productive discussions and shared broad common understanding. This Initiative is developed based on the discussions of the Thematic Session, and it is joined by countries and international organizations on a voluntary basis and is open for future participation.
倡議參與方（以下簡(jiǎn)稱(chēng)“參與方”）認(rèn)識(shí)到，在當(dāng)前全球經(jīng)濟(jì)增長(zhǎng)動(dòng)力不足的背景下，有必要在尊重各國(guó)發(fā)展目標(biāo)的同時(shí)，推動(dòng)更具活力、更加包容、更可持續(xù)的經(jīng)濟(jì)全球化，促進(jìn)貿(mào)易投資自由化和便利化，抵制保護(hù)主義，推進(jìn)“一帶一路”貿(mào)易暢通合作，實(shí)現(xiàn)合作共贏。
參與方注意到，各方為加強(qiáng)“一帶一路”倡議與其他倡議和計(jì)劃的合作與對(duì)接做出積極努力，這些努力有助于推動(dòng)在歐洲、亞洲、南美洲、非洲以及其他區(qū)域間構(gòu)建合作伙伴關(guān)系。與此同時(shí)，對(duì)于最不發(fā)達(dá)國(guó)家，要給予特別關(guān)注。
In light of sluggish global economic growth, the participants in this Initiative (hereinafter referred to as “the participants”) recognize that it is important to promote more dynamic, inclusive and sustainable economic globalization, enhance trade and investment liberalization and facilitation, resist protectionism, boost unimpeded trade cooperation along the Belt and Road, and achieve win-win outcomes, while respecting the development objectives of countries.
The participants note the efforts to strengthen cooperation and coordination between the Belt and Road Initiative and other plans and initiatives and to promote partnerships among Europe, Asia, South America, Africa and other regions. At the same time, special attention should be given to the LDCs.
一、促進(jìn)貿(mào)易增長(zhǎng)
參與方強(qiáng)調(diào)，愿通過(guò)推進(jìn)貿(mào)易便利化、發(fā)展新業(yè)態(tài)、促進(jìn)服務(wù)貿(mào)易合作，推動(dòng)和擴(kuò)大貿(mào)易往來(lái)。參與方重申，支持以世貿(mào)組織為基石的多邊貿(mào)易體制，參與方中的世貿(mào)組織成員愿推動(dòng)世貿(mào)組織第11屆部長(zhǎng)級(jí)會(huì)議取得積極成果。中方愿繼續(xù)擴(kuò)大市場(chǎng)開(kāi)放，實(shí)施積極進(jìn)口政策，為更多外國(guó)產(chǎn)品進(jìn)入中國(guó)市場(chǎng)提供便利。中國(guó)將從2018年起舉辦中國(guó)國(guó)際進(jìn)口博覽會(huì)，為有關(guān)國(guó)家客商來(lái)華參展參會(huì)提供支持，并愿與感興趣的國(guó)家和地區(qū)商建自由貿(mào)易區(qū)。預(yù)計(jì)未來(lái)5年，中國(guó)將從沿線國(guó)家和地區(qū)進(jìn)口2萬(wàn)億美元的商品。
I. Promoting trade growth.
The participants emphasize their willingness to promote and expand trade through various facilitation measures, development of new business models, and cooperation on trade in services. The participants also reaffirm their support for the multilateral trading system, with the WTO as its cornerstone, and those that are WTO Members will push for positive outcomes at the WTO 11th Ministerial Conference (MC11). China will continue to open up its market by implementing a proactive import policy and providing more access for foreign products to enter the Chinese market through such measures as holding China International Import Expo from 2018, supporting business people from relevant countries to participate in trade fairs in China, and launching FTA negotiations with interested countries and regions. It is estimated that China will import goods worth US$ 2 trillion from the countries and regions along the Belt and Road in the coming five years.
