可見，中美雙方在“斷交”一詞上的措辭有所差異，分別使用了 sever和 terminate兩個(gè)不同的動詞。根據(jù)《韋伯斯特第九版大學(xué)詞典》(Ninth Collegiate Dictionary)，terminate 指 to bring to an end，而 sever 指 to remove by cutting。顯然，sever等于是“一刀兩斷”，更加利索，更符合我方的要求?！癷s terminating”表示有一個(gè)過程，語氣也較為緩和。但這兩種 表達(dá)方式傳達(dá)的是同一個(gè)信息，即美國承諾與臺灣斷交。所以，我們表現(xiàn)出了靈活性，接受了美國的措辭。
2.根據(jù)具體情況選擇正確的時(shí)態(tài)
翻譯外交公報(bào)時(shí)，要根據(jù)具體情況決定時(shí)態(tài)的選擇。以下介紹幾種常見的情況：
(1)對指導(dǎo)性原則的翻譯，通常采用一般現(xiàn)在時(shí)，或用should、shall之類的情態(tài)動詞。例如：
雙方領(lǐng)導(dǎo)人認(rèn)為，當(dāng)前國際形勢處于深刻復(fù)雜的變化之中，威脅世界和平與發(fā)展的不確定因素增多。中歐雙方應(yīng)本著互信、互利、平等、協(xié)作的原則共同維護(hù)國際安全，加強(qiáng)聯(lián)合國在維護(hù)世界和平、穩(wěn)定與安全及促進(jìn)可持續(xù)發(fā)展方面的重要作用，推動多邊主義和國際關(guān)系民主化。
Leaders were of the view that the current international situation was undergoing profound and volatile changes with increasing uncertainties that posed a threat to world peace and development. (2)“建交公報(bào)”是關(guān)于兩國建立或恢復(fù)正常外交關(guān)系的一種文書，主體一般包括兩項(xiàng)內(nèi)容:其一，宣告雙方承認(rèn)對方是唯一合法政府；其二，宣告雙方愿意在和平共處五項(xiàng)原則基礎(chǔ)上發(fā)展兩國的友好合作關(guān)系。所以，主體部分的英文譯文，動詞均采用一般現(xiàn)在時(shí)態(tài)。
如：美利堅(jiān)合眾國承認(rèn)中華人民共和國政府是中國唯一的合法政府。

(3)“聯(lián)合公報(bào)”或“聯(lián)合新聞公報(bào)”的正文部分主要陳述兩國或兩國政府領(lǐng)導(dǎo)人訪問期間或會晤中，雙方就若干指導(dǎo)性原則或具體事務(wù)達(dá)成的一致看法，英語動詞一般采用過去時(shí)態(tài)。比如，《中歐聯(lián)合新聞公報(bào)KEU- China Joint Press Statement)是2004年5月6日我國國務(wù)院總理溫家寶對歐盟總部進(jìn)行了首次訪問后發(fā)表的，以下例句均選自這一公報(bào)。
雙方領(lǐng)導(dǎo)人重申中歐共同致力于環(huán)境保護(hù)，對中歐環(huán)境部長對話取得 的進(jìn)展表示歡迎，并愿深化在此領(lǐng)域的務(wù)實(shí)合作，特別是通過歐方的發(fā)展援助項(xiàng)目。
Leaders reaffirmed China and EU's joint commitment to environmental protection, welcomed the achievements made by the EU-China ministerial dialogue on environment and expressed their willingness to deepen practical cooperation in this area, notably through the EU’s development assistance program.
(4)若公報(bào)中有具體時(shí)間，則根據(jù)具體事情的時(shí)間選用適當(dāng)時(shí)態(tài)。例如：
雙方領(lǐng)導(dǎo)人對今年2月（即2004年2月——編者注）在北京成功舉行的中歐政策文件研討會取得的成果表示歡迎，認(rèn)為研討會成果有助于進(jìn)一 步確定中歐加強(qiáng)合作的領(lǐng)域，有利于確定今后中歐關(guān)系的發(fā)展方向。雙方領(lǐng)導(dǎo)人同意中歐主管部門目前應(yīng)該在可能的情況下著手落實(shí)所提出的措施。雙方領(lǐng)導(dǎo)人表示希望繼續(xù)就更新1985年中歐貿(mào)易和經(jīng)濟(jì)合作協(xié)定的可能性進(jìn)行有益的探討，雙方在研討會期間曾就此初步交換了意見。
Leaders welcomed the results of the EU-China Seminar on their respective policy papers, which was successfully held in Beijing in February. They agreed that the outcome of the seminar had helped in identifying further areas for strengthened EU-China cooperation and in defining the direction of the EU-China relationship.
