今年3月以來(lái)，美國(guó)特朗普政府單方面采取多項(xiàng)貿(mào)易保護(hù)措施，爆發(fā)全球貿(mào)易戰(zhàn)的風(fēng)險(xiǎn)日益升高，世界籠罩在一片陰霾之中。這些單邊主義和保護(hù)主義的危險(xiǎn)舉措很可能?chē)?yán)重?fù)p害正在艱難復(fù)蘇的全球經(jīng)濟(jì)，任何國(guó)家都難以獨(dú)善其身；從更深層的意義來(lái)看，世界各國(guó)如何應(yīng)對(duì)這次危機(jī)，涉及國(guó)際貿(mào)易規(guī)則要不要遵守、多邊貿(mào)易體系要不要維護(hù)、經(jīng)濟(jì)全球化要不要推進(jìn)的重大原則問(wèn)題。是選擇開(kāi)放還是封閉，是選擇前進(jìn)還是倒退，人類(lèi)歷史的發(fā)展再次站在十字路口。
Upholding Economic Globalization Will Bring a Brighter Future to the World
Since March 2018, the US Trump administration has unilaterally adopted a number of trade protection measures, which might trigger a global trade war that would affect the whole world. These dangerous measures of unilateralism and protectionism are very likely to seriously damage the global economy that is undergoing a difficult recovery, impacting on everyone, in one way or the other. From a deeper perspective, how countries around the world respond to these challenges is a matter of principle: whether or not we will follow international trade rules, defend the multilateral commercial system, and promote economic globalization? We once again stand at the crossroads of human history, and have a major choice to make between openness and isolation, between progress and retreat.
4月10日，習(xí)近平主席在博鰲亞洲論壇2018年年會(huì)開(kāi)幕式上發(fā)表了題為《開(kāi)放共創(chuàng)繁榮、創(chuàng)新引領(lǐng)未來(lái)》的主旨演講。在事關(guān)人類(lèi)前途命運(yùn)的重要時(shí)刻，中國(guó)共產(chǎn)黨和中國(guó)政府再次給出了自己堅(jiān)定的答案。
在演講中，習(xí)近平主席回顧了中國(guó)40年改革開(kāi)放的發(fā)展成就，提出一個(gè)國(guó)家、一個(gè)民族要振興，就必須順應(yīng)歷史和時(shí)代的發(fā)展方向。正所謂“天行有?！?，“應(yīng)之以治則吉”。當(dāng)今世界，和平合作、開(kāi)放融通、變革創(chuàng)新的潮流滾滾向前，冷戰(zhàn)思維、零和博弈愈發(fā)陳舊過(guò)時(shí)，開(kāi)放帶來(lái)進(jìn)步、封閉必然落后。世界各國(guó)要同舟共濟(jì)、合作共贏，構(gòu)建開(kāi)放型世界經(jīng)濟(jì)，維護(hù)多邊貿(mào)易體制，推動(dòng)經(jīng)濟(jì)全球化朝著更加開(kāi)放、包容、普惠、平衡、共贏的方向發(fā)展。中國(guó)堅(jiān)持對(duì)外開(kāi)放的基本國(guó)策，開(kāi)放的大門(mén)不會(huì)關(guān)閉，只會(huì)越開(kāi)越大。在演講的最后，習(xí)主席還宣布了大幅度放寬市場(chǎng)準(zhǔn)入、創(chuàng)造更有吸引力的投資環(huán)境、加強(qiáng)知識(shí)產(chǎn)權(quán)保護(hù)、主動(dòng)擴(kuò)大進(jìn)口等一系列擴(kuò)大開(kāi)放的重大舉措。
At this important moment of the future of mankind, President Xi Jinping delivered a keynote speech at the Boao Forum for Asia Annual Conference on April 10th 2018, and gave a firm answer of the Communist Party and the Government of China to this question. In his speech, President Xi reviewed the achievements of China's reform and opening up for the last 40 years, and pointed out a most valuable inspiration: Any country or nation wishing to achieve rejuvenation must follow the trend of the history and times in their pursuit of progress and development. Just as an ancient Chinese classic teaches that heaven has its own law and those who embrace it will prosper.
President Xi highlighted that we live at a time with an overwhelming trend toward peace and cooperation, openness and connectivity, reform and innovation. Reliance on cold-war and zero-sum mentality looks even more out of place in such times. Openness leads to progress while seclusion leaves one behind. With the future in mind, we should stay committed to build an open global economy, uphold the multilateral trading system, and jointly make economic globalization more open, inclusive, balanced and beneficial to all. At the end of the speech, President Xi reaffirmed that China would advance reform and opening-up, and announced measures for further measures in that direction, including broadening market access, improving investment environment, strengthening intellectual property rights protection, and expanding imports from foreign countries.
