我們生活在一個充滿安全威脅的時代。網(wǎng)絡(luò)安全是復(fù)雜棘手的全球性挑戰(zhàn),只能通過國際社會合作應(yīng)對,5G時代更是如此。抹黑、施壓或單獨對某一國的企業(yè)設(shè)限絲毫無助于解決問題,這種歧視性的做法只會害人害己。中國始終是網(wǎng)絡(luò)安全的堅定維護(hù)者,一貫反對并堅決打擊任何形式的網(wǎng)絡(luò)竊密等犯罪行為。歐盟在保護(hù)網(wǎng)絡(luò)安全與數(shù)據(jù)隱私方面也做了大量工作。在應(yīng)對網(wǎng)絡(luò)安全挑戰(zhàn)方面,中歐有廣泛利益,應(yīng)該保持有效溝通。事實上,無論是聯(lián)合國系統(tǒng)內(nèi),還是中歐之間,都有關(guān)于網(wǎng)絡(luò)安全的對話機(jī)制,應(yīng)該善加利用。
It is a sad truth that our world is imbued with security challenges. Cyber insecurity is one of them and has been with us ever since the invention of the Internet. To keep our cyberspace safe and secure, more action is needed from both public and private sectors, and global cooperation and coordination is the only right way to go. It is even more so in a 5G era. Discrediting, pressurizing or putting restrictions on a selective few would simply not work. Such discriminatory moves serve no one's good.
China and the EU have a wide range of shared interests in defending cyber security. The EU has over the years taken substantial steps to protect cyber security and data privacy, while China has always been committed to fighting all forms of cyber crimes. To enhance communication on cyber security, we need to put into good use the existing dialogue mechanisms, be it multilateral ones within the United Nations or bilateral ones between China and the EU.
一些歐洲朋友對中國《國家情報法》存在誤讀。任何一部法律都是不可割裂的有機(jī)整體,《國家情報法》也是如此。它規(guī)定任何組織和公民應(yīng)依法支持、協(xié)助和配合國家情報工作,同時也明確規(guī)定,國家情報工作應(yīng)依法進(jìn)行,充分尊重和保障人權(quán),維護(hù)個人和組織的合法權(quán)益。對此應(yīng)全面看待,不能斷章取義、片面解讀。中國政府一貫鼓勵和倡導(dǎo)中國企業(yè)在海外經(jīng)營必須嚴(yán)格遵守當(dāng)?shù)胤煞ㄒ?guī),從未也不會要求中國企業(yè)從事違法活動。
Some European friends have a misperception of China's National Intelligence Law. Like any other legislation, the National Intelligence Law should be viewed as an indivisible whole. It provides that China's intelligence work must be law-based, give full respect to human rights and uphold the legitimate rights and interests of individuals and organizations, while it stipulates that individuals and organizations shall support and assist with national intelligence work. Therefore, it is advisable to look at the law in a holistic way rather than in a one-sided and out-of-context way. The Chinese government calls on Chinese companies operating overseas to strictly observe laws and regulations of the host country, has and will never ask Chinese companies to engage in illegal activities.
中歐合作走過了40余年。中國企業(yè)一向重視歐盟市場,看重的是這里開放的營商環(huán)境與巨大合作機(jī)遇,更看重的是歐盟捍衛(wèi)多邊主義與基于規(guī)則的國際秩序的堅定立場。我們期待并相信,歐盟會繼續(xù)維護(hù)公平、公正、非歧視的市場原則,為中歐在5G時代加強合作、分享機(jī)遇、共迎挑戰(zhàn)提供充分保障。
In the past 40 years and more, China-EU cooperation has come a long way. Chinese companies value the EU market, because of its openness and huge opportunities, and more importantly, because of the EU's firm commitment to multilateralism and the rules-based global order. It is our hope and belief that the EU will continue to act in the spirit of fairness and non-discrimination. China stands ready to work together with the EU toward a 5G era for the prosperity of all.
