Defending One Country, Two Systems, Guarding the Pearl of the Orient By H.E. Wang Shiting, Chinese Ambassador to Ghana
2019年8月13日，駐加納大使王世廷在《加納時(shí)報(bào)》發(fā)表署名文章《捍衛(wèi)“一國(guó)兩制”，守護(hù)東方之珠》，全面介紹當(dāng)前香港局勢(shì)，闡述中國(guó)政府處理香港事務(wù)的原則和立場(chǎng)。文章全文如下：
進(jìn)入6月以來，香港發(fā)生數(shù)次較大規(guī)模的游行示威和多起暴力事件，引起國(guó)際社會(huì)廣泛關(guān)注。關(guān)心香港的人們不禁要問，香港怎么了？香港今后將如何走？在這里我想澄清以下幾點(diǎn)。
Since June, several large-scale demonstrations and violent incidents have occurred in Hong Kong, which has aroused widespread concern in the international community. People who care about Hong Kong cannot help but ask, what happened to Hong Kong? Where will Hong Kong go in the future? Hence I want to clarify the following points.
第一，事件的起因是今年6月香港特區(qū)政府提出修訂《逃犯條例》和《刑事事宜相互法律協(xié)助條例》。有關(guān)修改旨在將香港與中國(guó)其他地區(qū)的移交逃犯合作和刑事司法互助納入條例的適用范圍，堵塞現(xiàn)有法律制度漏洞，更好打擊犯罪，彰顯法治和公義。在全球化、信息化時(shí)代，各類犯罪的跨境性非常突出，打擊犯罪有賴于各個(gè)司法管轄區(qū)的密切合作。香港目前與19個(gè)國(guó)家和地區(qū)有移交逃犯安排，與30個(gè)國(guó)家和地區(qū)有刑事司法協(xié)助安排，但與中國(guó)內(nèi)地、澳門和臺(tái)灣地區(qū)一直沒有相關(guān)安排，甚至不能開展個(gè)案合作。香港回歸中國(guó)已經(jīng)20多年了，作為中國(guó)的一部分，卻無(wú)法與中國(guó)其他地區(qū)開展此類合作。這種情況正常嗎？所以從常識(shí)來看，彌補(bǔ)這方面的法律漏洞，本不應(yīng)產(chǎn)生任何爭(zhēng)議。
Firstly, the cause of the incident was the amendments to the HKSAR's Fugitive Offenders Ordinance and Mutual Legal Assistance in Criminal Matters Ordinance in June this year. The aim is to incorporate the cooperation in handing over fugitive offenders and mutual legal assistance between Hong Kong and other parts of the People's Republic of China into the sphere of application of the Ordinances, plug existing loopholes in the legal system, better combat crime and highlight the rule of law and justice. In the era of globalization and informationization, the cross-border nature of various crimes is very prominent. Combating crime depends on the close cooperation of various jurisdictions. No place in the world should be used by the criminals as a safe haven. Hong Kong has concluded arrangements on surrender of fugitive offenders with nineteen countries and regions, and arrangements on judicial assistance on criminal affairs with thirty countries and regions. However, there has yet such an arrangement between Hong Kong and mainland China, Macao and Taiwan, let alone cooperation on legal cases. Hong Kong has been returning to China for more than 20 years, as part of China, it cannot carry out such cooperation with other parts of China. Is this situation normal? Therefore, it should not have been controversial from common sense to make up for the legal loopholes in this area.
但一些激進(jìn)分子以“反對(duì)修改條例”為幌子散播謠言，制造恐慌，誤導(dǎo)民眾，甚至蓄意制造一連串暴力事件，圍堵香港立法會(huì)和中聯(lián)辦、污損國(guó)徽、污辱國(guó)旗、毆打警察，甚至喊出“港獨(dú)”的口號(hào)，其行徑完全超出和平游行示威的范疇。不僅嚴(yán)重威脅公眾安全和社會(huì)秩序，嚴(yán)重沖擊香港的法治、穩(wěn)定和民生，而且公然挑戰(zhàn)“一國(guó)兩制”底線，令親者痛、仇者快！
However, some extremists, taking the amendments as an excuse, spread rumors, create fear and panic and mislead the public, deliberately create violence like storming the Legislative Council Complex, besieging the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (HKSAR), defacing the national emblem, insulting the national flag, attacking police officers, and even shouting the slogan "Hong Kong Independence". Their actions have already gone beyond peaceful demonstrations, which not only seriously threaten the public security and social order and severely impact Hong Kong's rule of law, stability and people's livelihood, but also defied the bottom line of "One Country, Two Systems". This aggrieves our families, but gladden our enemies.
第二，“一國(guó)兩制”實(shí)踐取得了舉世公認(rèn)的成功。回歸22年來，香港保持繁榮穩(wěn)定，連續(xù)多年被評(píng)為全球最自由經(jīng)濟(jì)體和最具國(guó)際競(jìng)爭(zhēng)力的地區(qū)之一，國(guó)際金融、貿(mào)易、航運(yùn)中心地位更加鞏固。2018年香港地區(qū)生產(chǎn)總值超過3400億美元，較1996年增長(zhǎng)一倍多。經(jīng)濟(jì)發(fā)展和法治等各項(xiàng)指數(shù)在全世界名列前茅，東方之珠繼續(xù)閃爍著璀璨光芒！22年來的實(shí)踐證明，“一國(guó)兩制”是維護(hù)香港安全與秩序、保持香港長(zhǎng)期繁榮穩(wěn)定的最佳制度安排。
Secondly,"One Country, Two Systems" has been proven a remarkable success. Over the past 22 years, Hong Kong has been keeping prosper and stable, ranking among the freest economies and most competitive regions in the world for consecutive years, and its position as an international financial, trade, and shipping center has been further strengthened. Hong Kong's GDP has maintained a steady growth, hitting almost $360 billion in 2018, over twice of that of 1996. The economic development and rule of law have also been among the top of world. Hong Kong, the "Pearl of the Orient", has been shining brightly. The practice of 22 years has proved that "One Country, Two Systems" is the best institutional arrangement to maintain security, order, long-term prosperity and stability in Hong Kong.
