在此，我想澄清外界一些關(guān)于“一國兩制”的錯誤認識。一國是“兩制”的根，“兩制”是一國的枝，脫離一國談“兩制”，猶如無本之木、無源之水。企圖以“兩制”質(zhì)疑、甚至否定一國是對中國主權(quán)的挑戰(zhàn)，絕對不能容忍。香港貫徹落實“一國兩制”方針始終要強調(diào)“三條底線”不能觸碰，即絕對不能允許任何危害國家主權(quán)安全、絕對不能允許挑戰(zhàn)中央權(quán)力和香港特別行政區(qū)基本法權(quán)威、絕對不能允許利用香港對內(nèi)地進行滲透破壞的活動。
That said, clarification is still needed on some misconceptions about "One Country Two Systems". One Country is the root of "Two Systems". "Two Systems" is the branch of One Country. Talking about the "Two Systems" without One Country is like a tree without roots and the water without a source. To question, even deny the necessity of upholding "One Country" with the exercise of "Two Systems" constitutes a challenge to China's sovereignty, which is absolutely intolerable. No attempt can endanger China's sovereignty and security, challenge the authority of the central government and the sanctity of the Basic Law of the HKSAR, or use Hong Kong as a channel for infiltration and sabotage against the mainland. These are the three bottom lines that can never been defied in carrying out "One Country Two Systems" in Hong Kong.
第三，英國統(tǒng)治香港時期，實行的是派遣總督的殖民制度，從未給予香港民眾真正的民主。1843年，英國維多利亞女王頒布《香港殖民地憲章》作為香港法律的基本依據(jù)。1841年至1997年，英國共派遣28任總督作為香港的行政首腦，立法機構(gòu)則是由殖民當(dāng)局委任的香港立法局。在“一國兩制”之下，香港原有資本主義制度和生活方式保持不變，法律基本不變。香港同胞當(dāng)家作主，自行管理特別行政區(qū)自治范圍內(nèi)事務(wù)，香港居民享有比歷史上任何時候都更廣泛的民主權(quán)利和自由，其中包括高度自治權(quán)以及和平集會示威的權(quán)利，這是回歸之前所沒有的。所謂香港的民主和自治受到侵蝕，根本是顛倒黑白，站不住腳。
Thirdly, when the British ruled HK, it established the colonial system by sending a Governor and had never given real democracy to local people. In 1843, Queen Victoria of the United Kingdom promulgated the Hong Kong Letters Patent 1843, also titled the "Charter of the Colony of Hong kong" as the basis for Hong Kong's law system. From 1841 to 1997, the British sent 28 Governors in total as the Chief Executive of Hong Kong. The legislature was the Hong Kong Legislative Council appointed by the British colonial authorities. But under the "One country, Two systems" policy, the original capitalist system and lifestyle remain unchanged, and Hong Kong's law system remains basically unchanged. Hong Kong residents are the masters of their own and manage their own affairs within the portfolio of the Special Administrative Region. Hong Kong residents enjoy more democratic rights and more freedom than any time in history, including high autonomy and the right of peaceful assembly and demonstration, which they never had under the British colonial regiment. The so-called erosion of democracy and autonomy in Hong Kong is totally untenable.
第四，香港事務(wù)純屬中國內(nèi)政。中國政府絕不允許任何外部勢力插手香港事務(wù)，更不會允許任何外國勢力企圖搞亂香港。香港當(dāng)前面臨的最大危險，在于某些域外勢力企圖把香港變成攻擊和搞亂中國的橋頭堡，把700萬香港居民變成他們牽制和遏制中國發(fā)展的棋子。眾所周知，對付自己國內(nèi)的暴力分子，歐美警察從不心慈手軟。類似有人圍攻美國國會、毆打警察，美方毫無疑問會采取維穩(wěn)措施。但美國等個別國家不僅不譴責(zé)暴力行為，反而袒護暴力分子，對香港警察十分克制的正當(dāng)執(zhí)法行動肆意歪曲，這是赤裸裸的雙重標(biāo)準(zhǔn)。據(jù)媒體報道，美國駐港總領(lǐng)館官員頻繁接觸香港“港獨”組織頭目，他們的目的是火上澆油，給事態(tài)惡化推波助瀾，唯恐香港不亂，唯恐中國不亂。他們最害怕、最仇恨的，是包括香港同胞在內(nèi)的中華民族的復(fù)興。他們的圖謀將注定失敗!
Fourthly, Hong Kong affairs are solely the internal affairs of China. The Chinese government will never allow any foreign forces to intervene in Hong Kong affairs, and will never allow any foreign countries to disrupt Hong Kong. The current biggest danger of Hong Kong is that some outsider forces are trying to turn Hong Kong into a bridgehead to attack and disrupt China, turning 7 million Hong Kong residents into pawns to contain China's development. As everyone knows, the European and US police officers show no mercy in fighting against violence in their own country. For example, if someone sieges the Capitol hill in the US or assaults the police, the US police will undoubtedly adopt resolute measures to restore stability. However, the US does not condemn acts of violence, but shield the rioters and arbitrarily distorted the legitimate law enforcement actions which are very restrained by the Hong Kong police. This is a flagrant double standard. According to media reports, officials of the US Consulate General in Hong Kong frequently contacted the heads of "Hong Kong independence" organizations. Their purpose is to add fuel to the fire and further escalate the situation. They wish Hong Kong would be chaotic, they wish China would be chaotic. The most feared and hateful thing for them is the revival of the Chinese nation including the Hong Kong compatriots. Their plot will be doomed to failure!
