1. 當(dāng)前,人權(quán)與安全和發(fā)展問題并列為聯(lián)合國工作的“三人支柱”,得到國際社會前所未有的重視。人權(quán)領(lǐng)域?qū)υ捙c合作已成為國際潮流。自聯(lián)合國第一部綱領(lǐng)性人權(quán)文書《世界人權(quán)宣言》誕生以來,60多年里,聯(lián)合國在人權(quán)領(lǐng)域取得了很多成就,但聯(lián)合國人權(quán)系統(tǒng)仍存在不盡如人意之處。
As one of the three pillars of the work of the United Nations together with security and development, human rights is the subject of unprecedented attention of the international community. Dialogue and cooperation in the field of human rights have become the trend at the international Level. Since the birth of the first monumental instrument on human rights of the United Nations, namely the Universal Declaration of Human Rights, 60 years ago, the United Nations has made numerous achievements in the field of human rights. However,the UN human rights mechanism still leaves much room for improvement.
2.人權(quán)與和平和發(fā)展密不可分。貧困、饑荒、疾病、沖突仍是很多國家人民享受人權(quán)的主要障礙。金融危機(jī)、糧食危機(jī)、石油危機(jī)及氣候變化等問題對促進(jìn)和保護(hù)人權(quán)構(gòu)成新的威脅。我們呼吁發(fā)達(dá)國家承擔(dān)起應(yīng)有的責(zé)任,切實履行官方發(fā)展援助承諾,加大對發(fā)展中國家的資金與技術(shù)支持。
Human rights are inseparable from peace and development. Poverty, famine, disease, and conflicts remain the main obstacles to people’s enjoyment of human rights in many countries. Such issues as financial, food, and oil crises as well as climate change constitute new threats to the promotion and protection of human rights. We call on developed countries to honor their obligations,fulfill their commitment on Official Development Assistances and scale up their financial and technical support to developing countries.
3.發(fā)展權(quán)是不可剝奪的人權(quán)。我們呼吁各國和國際社會更大程度地接受和落實發(fā)展權(quán),促進(jìn)有效國際合作,消除發(fā)展障礙,將發(fā)展權(quán)納入聯(lián)合國及其專門機(jī)構(gòu)。方案與基金的政策和業(yè)務(wù)活動的主流,以及國際金融和多邊貿(mào)易體系政策和戰(zhàn)略的主流。
The right to development is an inalienable human right. We call on countries and the international community to strive for greater acceptance and realization of the right to development, promote effective international cooperation, eliminate obstacles to development, and mainstream the right to development in policies and operational activities of the United Nations, its specialized agencies and funds and programs, as well as in the policies and strategies of the international financial system and multilateral trade systems.
4.由于歷史文化傳統(tǒng)、經(jīng)濟(jì)發(fā)展程度以及社會制度不同,各國在人權(quán)領(lǐng)域所面臨的挑戰(zhàn)和優(yōu)先任務(wù)不盡相同,不應(yīng)強(qiáng)求用同一模式來促進(jìn)和保護(hù)人權(quán)。應(yīng)用客觀、發(fā)展的眼光看待一國人權(quán)狀況,繼續(xù)大力倡導(dǎo)人權(quán)對話與合作,推動不同文明、宗教之間,不同社會制度和發(fā)展水平的國家之間相互尊重、相互學(xué)習(xí)。
Due to differences in historical and cultural tradition, level of economic development and social system, countries face different challenges and priorities in the area of human rights. It is not desirable to impose one single model for human rights promotion and protection. Instead, it is necessary to adopt an objective and dynamic approach in viewing a country’s human rights situation, continue to vigorously advocate dialogue and cooperation in the field of human rights, and promote mutual respect and learning among civilizations and religions, and among countries with different social systems and levels of development.
5.我們反對施壓、對抗,反對借人權(quán)問題干涉別國內(nèi)政,反對在人權(quán)問題上搞雙重標(biāo)準(zhǔn)。英國這份報告列舉的國家都是發(fā)展中國家,為什么不談?wù)勛约??為什么不談?wù)勀切┐嬖谥鴩?yán)重侵犯人權(quán)狀況的西方國家?這種意識形態(tài)上的“政治秀”昭然若揭。
We are opposed to pressure and confrontation as well as using human rights issues to interfere in other countries' internal affairs or double standards over these issues. In this report, all those countries singled out are developing countries. Why doesn’t it talk about the UK itself? Why doesn't it talk about some Western countries with serious human rights violations? This political show based on ideology just reveals itself.
6.國別人權(quán)審查機(jī)制是人權(quán)理事會創(chuàng)新機(jī)制,自啟動以來總體運作良好。 2009年2月,中國政府首次接受人權(quán)理事會國別人權(quán)審查,與各國進(jìn)行了開放、坦誠的對話。我們重視各國在審査時提出的看法和建議,將結(jié)合中國政治、經(jīng)濟(jì)發(fā)展戰(zhàn)略和規(guī)劃落實已經(jīng)接受的建議。
The Universal Periodie Review (UPR) is an innovation of the Human Rights Council. Generally speaking, it has been functioning smoothly since its inception. In February 2009, China was considered at the UPR session, during which we conducted open and candid dialogue with other countries. We attach great importance to the views and recommendations put forward by member states and will implement the recommendations that we have accepted in conjunction with our political and economic development strategies and plans.
