第一，中國的發(fā)展進入新時代，將繼續(xù)為全球和次區(qū)域國家發(fā)展提供強勁動力。去年底舉行的中國共產(chǎn)黨第十九次全國代表大會規(guī)劃了中國未來發(fā)展藍圖。剛剛結(jié)束的全國“兩會”進一步作出全面部署。
我們將堅持以創(chuàng)新、協(xié)調(diào)、綠色、開放、共享的新發(fā)展理念為引領(lǐng)，以推進供給側(cè)結(jié)構(gòu)性改革為主線，積極推動經(jīng)濟結(jié)構(gòu)戰(zhàn)略性調(diào)整和經(jīng)濟轉(zhuǎn)型升級，增強經(jīng)濟發(fā)展的穩(wěn)定性、協(xié)調(diào)性和可持續(xù)性，推動中國經(jīng)濟加速向高質(zhì)量發(fā)展轉(zhuǎn)變。
First, China’s development has entered a new era, and will continue to provide strong impetus to the development of countries in the sub-region and beyond. The 19th National Congress of the Communist Party of China late last year mapped out the blueprint for China’s future development, and building on that, the recently concluded NPC and CPPCC sessions have further fleshed out comprehensive plans.
Guided by the innovative, coordinated, green, open and inclusive approach to development, China will focus on supply-side structural reform, and advance strategic adjustment and upgrading of its economy. China’s economic development will be more stable, coordinated and sustainable, and shift to high-quality development at a faster pace.
我們的努力已經(jīng)初見成效。2017年，消費對中國經(jīng)濟增長貢獻率達到58.8%，服務(wù)業(yè)比重上升到51.6%，科技進步貢獻率提高到57.5%。未來，消費、服務(wù)業(yè)、新興產(chǎn)業(yè)在中國經(jīng)濟中的比重將進一步增加。中國經(jīng)濟在保持中高速增長的基礎(chǔ)上，質(zhì)量將更高，動力將更足，結(jié)構(gòu)將更合理。中國將繼續(xù)為全球經(jīng)濟增長提供穩(wěn)定動力源，也將為次區(qū)域經(jīng)濟發(fā)展開辟新空間。
第二，中國將進一步擴大對外開放，為全球和次區(qū)域國家提供更多機遇。習近平主席多次強調(diào)，中國開放的大門不會關(guān)閉，只會越開越大。這有力宣示了中國進一步擴大開放的決心。我們將以形成全面開放新格局為總要求，實行高水平的貿(mào)易和投資自由化便利化政策，大幅度放寬市場準入，擴大服務(wù)業(yè)特別是金融業(yè)對外開放，保護外商投資合法權(quán)益，保護知識產(chǎn)權(quán)，創(chuàng)造國際一流營商環(huán)境。未來5年，中國將進口8萬億美元商品，吸收6000億美元外國投資，對外投資總額將達到7500億美元。
Our efforts are already generating positive changes. In 2017, consumption contributed 58.8% of China’s economic growth and the share of the service sector rose to 51.6% of GDP. Contribution of technological progress to GDP growth increased to 57.3%. With consumption, the service sector and emerging industries playing a bigger part, the Chinese economy will maintain a medium-to-high growth with higher quality, stronger momentum and better structure. China will remain a stable source of growth for the global economy, and its development will open up new prospects for the sub-region.
Second, China will open still wider to the world and contribute more opportunities to countries in and outside the sub-region. As President Xi stressed on many occasions, the door of China’s opening-up will not be closed but will open even wider. This is a powerful expression of China’s determination. In pursing opening-up on all fronts, we will adopt policies to promote high-level trade and investment liberalization and facilitation, significantly ease market access, further open up the service sector, the financial sector in particular, protect the legitimate rights and interests of foreign investors, protect intellectual property rights, and create a world-class business environment. In the coming five years, China is expected to import US$8 trillion worth of goods, attract US$600 billion worth of foreign investment and make a total of US$750 billion outbound investment.
