很高興應(yīng)邀出席本屆“中國發(fā)展高層論壇”。首先，受王毅國務(wù)委員兼外交部部長委托，我代表外交部對本屆論壇召開表示熱烈祝賀。
會議主辦方希望我談?wù)劇靶聲r代的中國特色大國外交”。下面，我愿同大家分享幾點看法。
習(xí)近平主席在中國共產(chǎn)黨十九大報告中明確宣示，中國特色社會主義進(jìn)入新時代。這是中國發(fā)展新的歷史方位，也是中國特色大國外交新的歷史方位。

It is my pleasure to be invited to this year's China Development Forum. I wish to begin by expressing, as entrusted by State Councilor and Foreign Minister Wang Yi and on behalf of the Chinese Foreign Ministry, warm congratulations on the opening of the Forum.
The organizer asked me to talk about "Major-Country Diplomacy with Chinese Characteristics in the New Era", so let me share with you a few thoughts in this connection.
President Xi Jinping declared in his report to the 19th CPC National Congress that socialism with Chinese characteristics has entered a new era. This is a new historical context for China's development and for its distinctive major-country diplomacy.
新時代的中國特色大國外交建立在新中國成立以來外交實踐的基礎(chǔ)之上，特別是十八大以來中國外交實踐和理論創(chuàng)新的基礎(chǔ)之上。
中共十八大以來，在習(xí)近平主席親自擘畫運籌下，我們走出了一條具有中國特色、中國氣派、中國風(fēng)格的大國外交之路，形成了全方位、多層次、立體化的外交布局，為中國發(fā)展?fàn)I造了良好的外部條件，為世界和平與發(fā)展作出了新的重大貢獻(xiàn)。
新時代催生新使命和新目標(biāo)。習(xí)近平主席在十九大報告中對新時代中國外交進(jìn)行了全面闡述，作出了頂層設(shè)計，指明了前進(jìn)方向。習(xí)主席強調(diào):新時代是中國日益走近世界舞臺中央，不斷為人類作出更大貢獻(xiàn)的時代。中國共產(chǎn)黨是為中國人民謀幸福的黨，也是為人類進(jìn)步事業(yè)而奮斗的黨，始終把為人類作出新的更大貢獻(xiàn)作為自己的使命。新時代中國特色大國外交就是要推動建設(shè)新型國際關(guān)系、構(gòu)建人類命運共同體。
This major-country diplomacy with Chinese characteristics in the new era is underpinned by China's diplomatic practices since the founding of the PRC and in particular by the innovations in diplomatic theory and practice after the 18th Party Congress.
Under President Xi Jinping's guidance and instruction, China has embarked on a path of major-country diplomacy with a distinct vision, style and approach, and has advanced its diplomacy in an all-round and multifaceted way. Our diplomatic endeavors have helped create a favorable external environment for China's development and made new, significant contribution to world peace and development.
A new era calls for new missions and goals. In his report to the 19th CPC National Congress, President Xi Jinping expounded on China's diplomacy in the new era, outlining the blueprint and charting the course forward. He stressed that the new era will be an era that sees China moving closer to center stage and making greater contribution to mankind. The Communist Party of China strives for both the well-being of the Chinese people and for human progress. Making new and greater contribution for mankind is our Party's abiding mission. Major-country diplomacy with Chinese characteristics in the new era aims to foster a new type of international relations and build a community with a shared future for mankind.
