China and Russia are comprehensive strategic partners of coordination. Under the current circumstances, the role of China-Russia relationship as an anchor of international balance and strategic stability is all the more important. With the personal guidance of the two presidents, the relationship has entered its best period in history. China is ready to work with Russia to advance the bilateral cooperation across the board, take our strategic coordination to an even higher level, and see that China-Russia relations go from strength to strength.
China and Europe share extensive common interests. China has all along valued Europe's strategic standing and role. We will continue to firmly support the European integration process, enrich the strategic dimensions of the China-EU partnerships for peace, growth, reform and inter-civilization exchange, and usher in greater progress in China-Europe relations.
——我們將踐行親誠(chéng)惠容理念和與鄰為善、以鄰為伴周邊外交方針，深化同周邊國(guó)家關(guān)系。中國(guó)有一句古話，遠(yuǎn)親不如近鄰，形象地說(shuō)明了周邊外交的重要性。當(dāng)前，中國(guó)周邊形勢(shì)總體是好的。今年，我們將辦好博鰲亞洲論壇、上合組織青島峰會(huì)兩大主場(chǎng)外交，凝聚守望相助的地區(qū)共識(shí)，增添區(qū)域合作的發(fā)展動(dòng)力。我們將以中國(guó)—東盟建立戰(zhàn)略伙伴關(guān)系15周年為契機(jī)，推動(dòng)中國(guó)同東盟等周邊國(guó)家的合作提質(zhì)升級(jí)。我們將堅(jiān)持落實(shí)《南海各方行為宣言》和“南海行為準(zhǔn)則”磋商“雙輪驅(qū)動(dòng)”，同域內(nèi)國(guó)家一道，共同維護(hù)南海穩(wěn)定，推動(dòng)海上合作。我們還將繼續(xù)推動(dòng)區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系（RCEP）協(xié)定商談，爭(zhēng)取早日達(dá)成共識(shí)，為亞太合作開(kāi)辟新局。
——我們將以習(xí)近平主席提出的正確義利觀和真實(shí)親誠(chéng)的理念為指導(dǎo)，大力深化同廣大發(fā)展中國(guó)家的互利合作，實(shí)現(xiàn)更高水平的優(yōu)勢(shì)互補(bǔ)和共同發(fā)展，切實(shí)幫助發(fā)展中國(guó)家提升自主發(fā)展能力。長(zhǎng)期以來(lái)，中國(guó)向廣大發(fā)展中國(guó)家特別是欠發(fā)達(dá)國(guó)家提供了大量無(wú)私援助。這些援助從不附加任何政治條件，契合地區(qū)國(guó)家發(fā)展需要，切實(shí)造福受援國(guó)人民。中國(guó)開(kāi)展對(duì)外援助60多年來(lái)，累計(jì)為發(fā)展中國(guó)家培訓(xùn)各類(lèi)人員1200多萬(wàn)人次，派遣60多萬(wàn)援助人員。按照新的國(guó)務(wù)院機(jī)構(gòu)改革方案，中國(guó)正在組建國(guó)際發(fā)展合作署，這將有利于進(jìn)一步優(yōu)化援外工作，更好地為國(guó)際發(fā)展事業(yè)作貢獻(xiàn)。年初，我們同拉美國(guó)家成功舉辦了中拉論壇部長(zhǎng)級(jí)會(huì)議。年內(nèi)，我們還將舉辦新一屆中非合作論壇峰會(huì)和中阿合作論壇部長(zhǎng)級(jí)會(huì)議，為中非、中阿、中拉等合作機(jī)制賦予新的時(shí)代內(nèi)涵，注入新動(dòng)力。
-We will deepen our relations with neighboring countries in line with the principle of amity, sincerity, mutual benefit and inclusiveness and the policy of forging friendship and partnership in our neighborhood. "Having a close neighbor is more important than having a distant relative." This Chinese saying suggests how important relations with one's neighbors can be. Overall, situation in China's neighborhood is in good shape. The two major events that will be held in China this year, the Boao Forum for Asia Annual Conference and the Shanghai Cooperation Organization Qingdao Summit, will be good opportunities to build regional consensus on mutual support and lend new impetus to regional cooperation. This year will also mark the 15th anniversary of the China-ASEAN strategic partnership. We will use this opportunity to upgrade our cooperation with ASEAN members. Committed to both the implementation of the DOC and consultations on a COC, China stands ready to work with other regional countries to safeguard stability in the South China Sea and advance maritime cooperation. We will also push forward the negotiations on the RCEP and work for early consensus to open a new chapter in Asia-Pacific cooperation.
-We will deepen win-win cooperation with fellow developing countries in keeping with the philosophy of striking a proper balance between friendship and interests and the principle of sincerity, real results, affinity and good faith, both put forward by President Xi Jinping. In complementing each others strengths and pursuing common development, China endeavors to help fellow developing countries enhance their capacity for self-generated development. Over the years, China has provided a large amount of selfless assistance to other developing countries, especially the LDCs, without any political strings attached. The assistance has met the development needs of the recipient countries and delivered real benefits to their peoples. In the past 60 years and more since China started foreign assistance, we have trained over 12 million personnel of various professions for other developing countries and sent over 600,000 professionals abroad on assistance programs. The latest State Council institutional reform plan envisages the establishment of an international development cooperation agency. Once established, it will better organize China's foreign assistance efforts and enable China to contribute even more to international development. Earlier this year, China, together with the Latin American and Caribbean countries, successfully held the China-CELAC ministerial meeting. Later this year, we will hold the FOCAC summit and a ministerial meeting of the China-Arab States Cooperation Forum. Through these gatherings, we will keep the cooperation mechanisms between China and the aforementioned regions relevant and vibrant.
