放眼全球，我們生活的世界既充滿(mǎn)希望，也充滿(mǎn)挑戰(zhàn)。全球化、多極化仍在發(fā)展，世界格局和國(guó)際形勢(shì)持續(xù)演變，眾多挑戰(zhàn)需要各國(guó)攜手應(yīng)對(duì)，各國(guó)人民普遍希望世界多一些和平、少一些戰(zhàn)亂，多一些合作、少一些摩擦。中國(guó)人民一向富有正義感和同情心，始終關(guān)注和無(wú)私幫助仍然生活在戰(zhàn)火、動(dòng)蕩、饑餓、貧困中的有關(guān)國(guó)家和人民，始終愿意盡最大努力為人類(lèi)和平與發(fā)展作出貢獻(xiàn)。
推動(dòng)構(gòu)建新型國(guó)際關(guān)系，就是要走出一條國(guó)與國(guó)交往的新路。其核心是相互尊重、公平正義、合作共贏(yíng)。相互尊重是前提，公平正義是準(zhǔn)則，合作共贏(yíng)是目標(biāo)。這一理念倡導(dǎo)“對(duì)話(huà)而不對(duì)抗、結(jié)伴而不結(jié)盟”，摒棄了陣營(yíng)對(duì)抗的冷戰(zhàn)思維、零和博弈的思想藩籬、以強(qiáng)凌弱的叢林法則，符合各國(guó)人民的共同愿望，順應(yīng)時(shí)代發(fā)展潮流。新型國(guó)際關(guān)系的建設(shè)將為構(gòu)建人類(lèi)命運(yùn)共同體打開(kāi)道路、積累條件。
The world we live in today has both hopes and challenges. With the ongoing trend towards globalization and a multi-polar world and shifting dynamics in the global landscape and international situation, countries need to act together to meet challenges, and people in all countries want to live in peace and cooperation rather than turbulence and frictions. With a keen sense of justice and compassion, the Chinese people have extended selfless care and support to the countries and peoples suffering from war and turbulence, hunger and poverty, and they are always ready to make their best efforts for peace and development of mankind.
Building a new type of international relations calls for a new approach to developing state-to-state relations based on mutual respect, fairness, justice and win-win cooperation. It is predicated on mutual respect, observes the norm of fairness and justice, and aims at win-win cooperation. This vision champions communication, not confrontation, and partnership, not alliance. It rejects the Cold War mentality of bloc confrontation, the old thinking of zero-sum game and the law of the jungle. It meets the shared aspiration of people across the world and echoes the call of our time. Forging a new type of international relations will pave the way for building a community with a shared future for mankind.
人類(lèi)命運(yùn)共同體是新時(shí)代中國(guó)外交的一面旗幟，回答了人類(lèi)社會(huì)向何處去這一重大命題。推動(dòng)構(gòu)建人類(lèi)命運(yùn)共同體，就是要建設(shè)持久和平、普遍安全、共同繁榮、開(kāi)放包容、清潔美麗的世界。這一倡議超越了國(guó)別、黨派和制度的異同，反映了大多數(shù)國(guó)家的普遍期待，符合國(guó)際社會(huì)的共同利益，也日益得到各方的認(rèn)同和支持。
為實(shí)現(xiàn)上述“兩個(gè)構(gòu)建”的總目標(biāo)，中國(guó)將高舉和平、發(fā)展、合作、共贏(yíng)旗幟，恪守維護(hù)世界和平、促進(jìn)共同發(fā)展的外交政策宗旨，堅(jiān)定不移在和平共處五項(xiàng)原則基礎(chǔ)上發(fā)展同各國(guó)的友好合作；始終不渝走和平發(fā)展道路、奉行互利共贏(yíng)的開(kāi)放戰(zhàn)略;堅(jiān)定奉行獨(dú)立自主的和平外交政策，尊重各國(guó)人民的選擇，維護(hù)公平正義;堅(jiān)持國(guó)家不分大小、強(qiáng)弱、貧富，一律平等;堅(jiān)持永遠(yuǎn)不稱(chēng)霸、永遠(yuǎn)不搞擴(kuò)張。中國(guó)無(wú)論發(fā)展到什么程度，都將始終做世界和平的建設(shè)者、全球發(fā)展的貢獻(xiàn)者、國(guó)際秩序的維護(hù)者。
Building a community with a shared future for mankind, an initiative China advocates in its diplomacy in the new era, answers the important question of where the human society should go. It is to build an open, inclusive, clean, and beautiful world that enjoys lasting peace, universal security and common prosperity. This initiative transcends borders and partisan and institutional differences. It reflects the shared expectation of most countries, serves the common interests of the international community, and is therefore receiving wider recognition and support.
To achieve the vision for a new type of international relations and a community with a shared future for mankind, China will continue to hold high the banner of peace, development, cooperation and mutual benefit and uphold its fundamental foreign policy goal of preserving world peace and promoting common development. China remains firm in its commitment to strengthening friendship and cooperation with other countries on the basis of the Five Principles of Peaceful Co-existence. We will stay on the path of peaceful development and a win-win strategy of opening-up. China remains firm in pursuing an independent foreign policy of peace. We respect the choice of the people of all countries and endeavor to uphold fairness and justice. We believe that countries, big or small, strong or weak, rich or poor, are equal. We will never seek hegemony or expansion. No matter what stage of development it reaches, China will always safeguard world peace, contribute to global development, and uphold the international order.
