Shouldering special, important responsibilities in maintaining world peace and development, major countries must co-exist in harmony and cooperate with each other in the interest of world peace and development.
中國和美國分別是世界上最大的發(fā)展中國家和最大的發(fā)達國家。保持中美關(guān)系長期健康穩(wěn)定發(fā)展,不僅符合兩國人民根本利益,也是國際社會的普遍期待。中美之間的共同利益遠遠大于分歧,兩國在諸多領(lǐng)域的合作也遠遠超過在個別領(lǐng)城的競爭。中美和則兩利,斗則俱傷。中方歷來重視發(fā)展中美關(guān)系,愿同美方相向而行、一道努力,實現(xiàn)不沖突不對抗、相互尊重、合作共贏。中美之間存在一些分歧很正常。對此,不能動輒把自身的問題歸咎于對方、在戰(zhàn)略判斷上犯下根本性錯誤,那樣只會損人害己、搞亂世界;而應(yīng)采取客觀、理性的態(tài)度,多做換位思考、相互適應(yīng)。最重要的是,要始終遵守中美三個聯(lián)合公報規(guī)定,恪守一個中國原則,尊重彼此核心利益和重大關(guān)切,通過化解和管控分歧避免中美合作大局受到干擾。
中美經(jīng)貿(mào)關(guān)系本質(zhì)上是互利共贏的,給兩國人民帶來了許多實實在在的利益。在兩國經(jīng)貿(mào)合作快速發(fā)展過程中,出現(xiàn)貿(mào)易不平衡等問題本來不足為怪,應(yīng)該通過磋商以雙方都能接受的方式加以解決。但是,美方近日宣布其單方面發(fā)起的對華“301”調(diào)查結(jié)果,此舉不符合世貿(mào)組織規(guī)則,有違兩國工商界的合作意愿。對此,中方的態(tài)度很明確,我們不想打貿(mào)易戰(zhàn),但也不怕打貿(mào)易戰(zhàn)。我們有堅定的決心和充分的準備予以堅決應(yīng)對,捍衛(wèi)國家利益。希望美方冷靜下來,同中方在相互尊重、平等互利基礎(chǔ)上,尋找妥善解決問題的辦法。這樣,對兩國有好處,對世界有好處。
China and the United States are the largest developing and developed countries in the world respectively. Sustained, sound and steady growth of China-US relationship not only serves the fundamental interests of our two peoples, but also meets the common aspiration of the international community. Our shared interests far outweigh our differences, as evidenced by the fact our cooperation in so many areas far outweighs our competition in certain areas. China and the United States will both benefit from a harmonious relationship and lose from confrontation. China has all along valued its relationship with the United States and is ready to work for a relationship featuring no conflict or confrontation, mutual respect and win-win cooperation. It is only natural for our two countries to have disagreements. One simply cannot always blame the other side for its own problems or make fundamental mistakes of strategic misjudgment. That will hurt both sides and destabilize the world. The right thing to do is to be objective and reasonable, put oneself in the other's shoes and accommodate each other. Most importantly, both sides must strictly observe the three joint communiqués and the one-China principle, respect each other's core interests and major concerns, and resolve and manage our differences to prevent any damage to the overall interests of China-US cooperation.
The economic relationship between China and the United States is, in essence, mutually beneficial, delivering many tangible benefits to people of both countries. In the course of rapid growth of our economic cooperation, it should come as no surprise that there have been such problems as trade imbalances. Efforts ought to be made to find a mutually acceptable solution through consultation. Nevertheless, the United States has recently announced the result of the Section 301 investigation against China that it unilaterally initiated. This move is against WTO rules and the desire of the Chinese and American business communities for cooperation. China's position on this is very clear. We don't want a trade war, but we are not afraid of it. We are firmly determined and fully prepared to respond resolutely in defense of our national interests. China hopes that the US side will calm down and work with China on the basis of mutual respect, equality and mutual benefit to seek a proper solution. This is a better approach for both countries and the rest of the world.
