這是新時(shí)代中國特色社會(huì)主義發(fā)展的戰(zhàn)略安排，不僅使實(shí)現(xiàn)“兩個(gè)一百年”奮斗目標(biāo)的路線圖、時(shí)間表更加清晰，而且意味著原定的我國基本實(shí)現(xiàn)現(xiàn)代化的目標(biāo)將提前15年完成，第二個(gè)百年奮斗目標(biāo)則充實(shí)提升為把我國建成富強(qiáng)民主文明和諧美麗的社會(huì)主義現(xiàn)代化強(qiáng)國?？茖W(xué)認(rèn)識(shí)和把握這一既鼓舞人心又切實(shí)可行的奮斗目標(biāo)、宏偉新藍(lán)圖，同樣需要從新的歷史方位、新的時(shí)代坐標(biāo)來思考來謀劃。
This is our strategic plan for the development of socialism with Chinese characteristics for the new era. It not only identifies a clearer road map and timetable for realizing the "Two Centenary Goals," but also indicates that China's original goal of basically achieving modernization will be reached 15 years ahead of schedule, and that the second centenary goal has been enriched and upgraded to developing China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful. In order to correctly understand and engage with this inspiring and feasible goal and this grand, new blueprint, we also need to make considerations and plans in light of this new historical juncture and temporal context.
Fourth, this determination is based on the new changes in the international environment that China faces.
這一判斷還基于我國面臨的國際環(huán)境發(fā)生了新變化。
世界正處于大發(fā)展大變革大調(diào)整時(shí)期，我國發(fā)展仍處于重要戰(zhàn)略機(jī)遇期，前景十分光明，挑戰(zhàn)也十分嚴(yán)峻。我國正處在從大國走向強(qiáng)國的關(guān)鍵時(shí)期，“樹大招風(fēng)”效應(yīng)日益顯現(xiàn)，外部環(huán)境更加復(fù)雜，一些國家和國際勢(shì)力對(duì)我們的阻遏、憂懼、施壓有所增大，這同樣是需要面對(duì)的重大問題?，F(xiàn)在，我國發(fā)展同外部世界的交融性、關(guān)聯(lián)性、互動(dòng)性不斷增強(qiáng)，中國正日益走近世界舞臺(tái)中央。作出中國特色社會(huì)主義進(jìn)入新時(shí)代的判斷，也充分考量了國際局勢(shì)和周邊環(huán)境的新變化。
The world is in a period of major development, transformation, and adjustment, and China's development is still in an important period of strategic opportunity; the prospects are bright, but the challenges are severe. China is at the crucial stage of its transformation from being a large country to becoming a strong one, and this transformation increasingly brings with it the phenomenon whereby success invites detraction. China is confronted with a more complex external environment in which some countries and international forces have become increasingly apprehensive about China, or attempt to contain or coerce it; this is also a major issue that we need to face. China's development is increasingly integrated, interrelated, and interactive with the outside world, and China is moving closer to center stage. To conclude that socialism with Chinese characteristics has entered a new era, we have also given full consideration to the new changes in the international situation and our neighboring environment.
總體來說，中國特色社會(huì)主義進(jìn)入了新時(shí)代這一重大政治判斷，是在科學(xué)把握時(shí)代趨勢(shì)和國際局勢(shì)重大變化，科學(xué)把握世情國情黨情深刻變化，科學(xué)把握實(shí)現(xiàn)“兩個(gè)一百年”奮斗目標(biāo)歷史交匯期已經(jīng)遇到、將要遇到、可能遇到和難以預(yù)料的新情況新問題新矛盾基礎(chǔ)上作出的。這一判斷，符合中國特色社會(huì)主義實(shí)際，是改革開放以來我國社會(huì)發(fā)展進(jìn)步的必然結(jié)果，是我國社會(huì)主要矛盾運(yùn)動(dòng)的必然結(jié)果，更是黨的十八大之后5年來全黨全國人民推進(jìn)黨和國家事業(yè)發(fā)生歷史性變革的必然結(jié)果，也是我們黨團(tuán)結(jié)帶領(lǐng)全國各族人民開創(chuàng)光明未來的必然要求。
二、中國特色社會(huì)主義進(jìn)入新時(shí)代的主要內(nèi)涵
Generally speaking, the major political determination that socialism with Chinese characteristics has entered a new era is made on the basis of accurately grasping three key changes. First are the major changes in contemporary trends and in the international situation. Second are the profound developments globally, nationally, and within the Party. Last are the new situations, issues, and conflicts that have been, will be, or might be encountered, or that are unpredictable during the period when we work to realize the "Two Centenary Goals." This determination conforms to the realities of socialism with Chinese characteristics. It is the consequent outcome of China's social progress since reform and opening-up, of the movement of the principal contradiction in Chinese society, and of the historic changes in the undertakings of the Party and the country in the five years following the 18th National Congress; it is also essential for our Party's efforts to unite all Chinese people and lead them to a bright future.
