戰(zhàn)略互信有新進(jìn)展。中國(guó)和東盟國(guó)家共同致力于全面有效落實(shí)《南海各方行為宣言》，積極推進(jìn)“南海行為準(zhǔn)則”磋商。在我們共同努力下，“準(zhǔn)則”磋商不斷取得新進(jìn)展，今年可望完成“準(zhǔn)則”單一磋商文本草案一讀工作。去年，李克強(qiáng)總理在中國(guó)—東盟領(lǐng)導(dǎo)人會(huì)議上倡議未來三年完成“準(zhǔn)則”磋商，這充分體現(xiàn)出中國(guó)同東盟國(guó)家共同維護(hù)南海和平與穩(wěn)定的誠(chéng)意、決心和信心。去年10月，中國(guó)—東盟舉行了首次海上聯(lián)合演習(xí)，對(duì)增進(jìn)雙方了解互信、深化防務(wù)安全合作、提升共同應(yīng)對(duì)海上安全威脅能力具有重要意義。中方愿同東盟國(guó)家繼續(xù)努力，把南海建設(shè)成為和平之海、友誼之海、合作之海，造福地區(qū)各國(guó)和人民。
New steps have been taken in enhancing strategic mutual trust. China and ASEAN countries have worked closely in the full and effective implementation of the Declaration on the Conduct of Parties in the South China Sea(DOC), and the consultations towards a Code of Conduct(COC). Discussion is moving on good track and we hope to complete the first reading of the single draft negotiating text of the COC within 2019.
Premier Li Keqiang proposed at the China-ASEAN Summit last year that China was ready to work with ASEAN countries toward concluding COC consultations in three years' time on the basis of consensus.This fully reflects China's sincerity, determination and confidence in upholding peace and stability in the South China Sea with ASEAN countries. The first China-ASEAN joint maritime drill last October was a testament to the higher level of trust among us and will help us build stronger defense against maritime hazards and security threats. We are confident that with joint efforts, we will ensure South China Sea a place of peace, friendship and cooperation to benefit the countries and peoples of the region.
經(jīng)貿(mào)合作有新勢(shì)頭。2018年盡管國(guó)際經(jīng)貿(mào)形勢(shì)陰霾籠罩，中國(guó)與東盟貿(mào)易額達(dá)5878.7億美元，同比增長(zhǎng)14.1%，再創(chuàng)歷史新高。中國(guó)連續(xù)10年成為東盟第一大貿(mào)易伙伴，東盟連續(xù)8年成為中國(guó)第三大貿(mào)易伙伴。值得一提的是，中菲貿(mào)易關(guān)系也日益緊密，2018年雙邊貿(mào)易額達(dá)556.7億美元，同比增長(zhǎng)8.5%?！吨袊?guó)—東盟自貿(mào)協(xié)定升級(jí)版》已于今年1月1日全面實(shí)施，新的原產(chǎn)地規(guī)則在原產(chǎn)地認(rèn)定方面更加靈活便利，將有助于雙方企業(yè)更多地享受優(yōu)惠關(guān)稅，進(jìn)而促進(jìn)雙方貿(mào)易往來。雙方加強(qiáng)創(chuàng)新發(fā)展戰(zhàn)略對(duì)接，在數(shù)字經(jīng)濟(jì)、電子商務(wù)、智慧城市、清潔能源等領(lǐng)域開辟了新的合作增長(zhǎng)點(diǎn)。第二屆“一帶一路”國(guó)際合作高峰論壇即將在中國(guó)北京召開，中方期待杜特爾特總統(tǒng)赴華與會(huì)。中國(guó)愿以此為契機(jī)加強(qiáng)“一帶一路”倡議與東盟發(fā)展戰(zhàn)略的對(duì)接，為雙方經(jīng)貿(mào)合作注入強(qiáng)大的新動(dòng)力。
Momentum is rising on trade and investment. Despite uncertainties in global economy, two-way trade between China and ASEAN grew by 14.1% to a record US$587.87 billion in 2018. China has been ASEAN's top trading partner for 10 consecutive years, while ASEAN China's third largest trading partner for eight years in a row.
It is worth mentioning that the Philippines has had increasingly closer trade relations with China. Compared with last year, Philippines' trade with China grew by 8.5% to $55.67 billion in 2018. The upgraded protocol of China-ASEAN Free Trade Agreement, which took effect on 1 January 2019,will take two-way trade further. The revised rules of origin, for instance, are more flexible and convenient to apply and will help companies enjoy more tariff preferences and promote trade between the two sides.
Innovation has grown to be an emerging driver. Digital economy, e-commerce, smart cities and clean energy, among others, are new areas of cooperation. The second Belt and Road Forum for International Cooperation will be held in Beijing this coming April. We look forward to President Duterte's attendance at the forum. It will be a good opportunity to strengthen synergy between the Belt and Road Initiative and the ASEAN development strategy and provide more impetus to regional integration.
