人文合作有新亮點。雙方領(lǐng)導(dǎo)人同意將人文交流打造成為中國—東盟關(guān)系第三大支柱，以夯實雙方關(guān)系社會土壤，提升雙方民眾的共同體意識。今年是“中國—東盟媒體交流年”，上周雙方在北京共同隆重舉辦交流年開幕式，習(xí)近平主席發(fā)來賀詞，殷切希望雙方媒體做友好交往的傳播者、務(wù)實合作的推動者、和諧共處的守望者，講好共促和平、共謀發(fā)展的故事，為共建更為緊密的中國－東盟命運共同體作出更大貢獻。為促進雙方青年交往，今年中方著手啟動“中國－東盟菁英獎學(xué)金”這一人文交流旗艦項目，并開展“未來之橋”中國－東盟青年領(lǐng)導(dǎo)人千人研修計劃，未來5年擬邀請1000名東盟優(yōu)秀青年來華培訓(xùn)。
Socio-cultural cooperation and people-to-people exchanges have grown to be a third pillar of China-ASEAN relations, a source of social support for the sustained development of China-ASEAN relations. 2019 is the Year of China-ASEAN Media Exchanges. Chinese President Xi Jinping sent a congratulatory letter to its opening ceremony held in Beijing last week. He called on media from both sides to do more as messengers of friendship, facilitators of cooperation and guardians of harmonious coexistence, so that there will be more stories told about our common endeavor for peace and development and thus contributing to the building of a closer China-ASEAN community. To promote youth exchanges, China will launch the China-ASEAN Young Leaders Scholarship and the 1,000 ASEAN young talents trading program this year, allowing more opportunities for ASEAN youth and professionals to pursue academic excellence in China.
雙方關(guān)系有新內(nèi)涵。中國—東盟戰(zhàn)略伙伴關(guān)系已經(jīng)超出雙邊范疇，具有鮮明國際和地區(qū)意涵。雙方關(guān)系的發(fā)展不僅為本地區(qū)20億人民帶來實實在在的利益，而且成為維護地區(qū)乃至世界穩(wěn)定與繁榮的“發(fā)動機”和“穩(wěn)定錨”。雙方致力于推動《區(qū)域全面經(jīng)濟伙伴關(guān)系協(xié)定》（RCEP）早日結(jié)束談判，推進東亞經(jīng)濟共同體建設(shè)，以實際行動堅定反對單邊主義和保護主義，共同維護基于規(guī)則的多邊貿(mào)易體系。
To top all of that, our relationship has gone beyond bilateral dimension and is taking on richer regional and global significance. China-ASEAN partnership has delivered tangible benefits to the 2 billion people of ours and become an anchor of regional peace and stability. We are joining hands in advancing talks for the Regional Comprehensive Economic Partnership Agreement (RCEP), and moving towards an East Asian Economic Community. We will take concrete actions to firmly oppose protectionism and unilateralism, and safeguard the rule-based multilateral trading system.
中國和東盟正攜手邁入共同成長的新時代。中國人常說，“善鄰是?！薄Ｗ鳛橛燕?，中國和東盟應(yīng)該守望相助，共同追夢。東盟是中國周邊外交優(yōu)先方向，也是“一帶一路”建設(shè)重點地區(qū)。展望未來15年，習(xí)近平主席提出要打造更高水平的中國—東盟戰(zhàn)略伙伴關(guān)系，邁向更加緊密的中國—東盟命運共同體。中方愿與東盟方一道，在《2030愿景》的指引下，做共同發(fā)展的伙伴、共建和平的伙伴、開放共贏的伙伴、開拓創(chuàng)新的伙伴、包容互鑒的伙伴。我堅信，在菲作為協(xié)調(diào)國的引領(lǐng)下，在雙方共同努力下，中國-東盟戰(zhàn)略伙伴關(guān)系一定會取得新的更大發(fā)展，給雙方人民和地區(qū)各國帶來更大的福祉。
China and ASEAN are both entering a new era of development. As neighbors, our interests are tied and futures connected. Mutual support and cooperation for shared aspirations is our best choice.
We regard ASEAN the top priority of our neighborhood diplomacy and a key area for jointly building the "Belt and Road". Under the guidance of the document Vision 2030, China will work closely with ASEAN to be partners for common development, partners for peace, partners for win-win progress, partners for innovation and partners in promoting inclusiveness and mutual learning.
I am confident that with strong stewardship of the Philippines as country coordinator and endeavor of both sides, China-ASEAN strategic partnership will achieve greater progress and bring more benefits to the people and the region as a whole.
