在全球化深入發(fā)展的新時(shí)代，習(xí)近平主席提出，“人民對(duì)美好生活的向往，就是我們的奮斗目標(biāo)”。工黨也提出“為多數(shù)人奮斗”的口號(hào)?？梢哉f，以人為本、造福于民，不僅是中英兩國發(fā)展的目標(biāo)，也是中英關(guān)系發(fā)展的基石。如何才能更好造福兩國人民？我認(rèn)為，雙方應(yīng)做到“三個(gè)堅(jiān)持”：
In the new era of ever-deepening globalization, how should a government or a political party set its goal? President Xi Jinping said, "The people's aspiration for a better life is our goal." The Labour manifesto clearly states that the Party is "for the many, not for the few".
In China-UK relations, putting the people first and working for the many is not only the goal but also the foundation.
How to deliver more benefits to our people? My answer is this: We must stay "committed to doing three important things".
一是堅(jiān)持開放合作，使中英合作成果更好惠及兩國人民。過去5年中國對(duì)英投資超過了前30年總和，目前在英累計(jì)投資超過200億美元。根據(jù)英方統(tǒng)計(jì)，2018年英對(duì)華出口額達(dá)274.7億美元，同比增長30.1%，遠(yuǎn)高于英國GDP增長。中國正進(jìn)一步深化改革、擴(kuò)大開放，推動(dòng)經(jīng)濟(jì)向高質(zhì)量發(fā)展轉(zhuǎn)型，這將給包括英國在內(nèi)的世界各國帶來更多機(jī)遇。今年，中國將舉行第二屆“一帶一路”國際合作高峰論壇與第二屆中國國際進(jìn)口博覽會(huì)，歡迎英方積極參與，共享“一帶一路”機(jī)遇，把更多優(yōu)質(zhì)產(chǎn)品和服務(wù)帶到中國。我們也希望英方堅(jiān)持開放包容，排除各種干擾，為華為等在英中國企業(yè)營造公平、透明、非歧視的營商環(huán)境。
First, China and the UK should stay committed to open cooperation, so as to deliver the benefit of cooperation to the people of both countries.
Chinese companies have invested more in the UK in the past five years than they did in the previous 30 years. Now the accumulated investment from China totals more than $20 billion. According to UK statistics, British export to China reached $27.47 billion in 2018, increasing by 30.1% year on year, much higher than the UK's GDP growth.
As China deepens reform, opens wider to the world and shifts to high-quality development, China will create more opportunities for other countries in the world, including the UK.
There will be two such opportunities this year which we hope the UK will seize, namely, the Second Belt and Road Forum for International Cooperation and the Second China International Import Expo. We invite the UK to share in the opportunities of the Belt and Road Initiative and to introduce more products and services to the Chinese market.
It is our hope that the UK will remain open and inclusive, resist disruptions and continue to foster a fair, transparent and non-discriminatory business environment for Huawei and other Chinese companies in the UK.
二要堅(jiān)持交流互鑒，使中英人民友誼更加深入人心。對(duì)中英關(guān)系而言，兩國人民之間的友誼是最寶貴的資源。目前在英中國留學(xué)生人數(shù)超過19萬，1萬多英國學(xué)生赴華學(xué)習(xí)，600多所英中小學(xué)開設(shè)中文課程，每年人員往來超過150萬人。僅去年一年中英就增加8條直航新航線，現(xiàn)在兩國之間航班已增至每周168班，平均每小時(shí)一班。中英兩國社會(huì)制度、歷史文化、發(fā)展階段不同，但都有悠久歷史和燦爛文明。正如科爾賓先生在拜年視頻中所說，我們要伸出友誼之手，善待彼此。我們應(yīng)秉持相互尊重、平等相待的原則，視彼此發(fā)展為機(jī)遇，而非挑戰(zhàn)，更非威脅。我們應(yīng)進(jìn)一步密切兩國政黨、議會(huì)、媒體、青年、婦女等各界的交流與合作，不斷增進(jìn)了解與友誼，打牢兩國關(guān)系的民意基礎(chǔ)。
Second, China and the UK should stay committed to exchanges and mutual learning, so as to gain more popular support for China-UK friendship.
Friendship between the people is the most valuable resource for China-UK relations. As we speak, there are more than 190,000 Chinese students studying in the UK, and over 10,000 British students in China; more than 600 British primary and secondary schools have included the Chinese language in their curriculum; and more than 1.5 million mutual visits are made every year.
These are facilitated by greater ease of travel. Last year alone, eight new direct flights were launched between the cities of our two countries, increasing the total number to 168 flights per week. This means on average there is one flight for every hour.
China and the UK are different in social system, history, culture and development stage, but both are time-honoured civilisations. As Mr. Corbyn said in his New Year message, it is important that we offer "the hand of friendship" and be "kind to each other".
To be specific, we should follow the principles of mutual respect and equality, and view each other's development as opportunities, rather than challenges, still less threats.
Moreover, we should enhance exchanges and cooperation between our parties, legislatures, media, youth and women. This will enhance mutual understanding, deepen friendship and cement public support for our bilateral relations.
