Facilitation Measures of the Customs for the First China International Import Expo of 2018

為支持辦好2018年首屆中國(guó)國(guó)際進(jìn)口博覽會(huì)，服務(wù)“一帶一路”建設(shè)、擴(kuò)大開(kāi)放等國(guó)家戰(zhàn)略，現(xiàn)提出海關(guān)具體支持措施如下：

一、量體貼身打造，制定進(jìn)口博覽會(huì)通關(guān)指引。制定發(fā)布《2018年首屆中國(guó)國(guó)際進(jìn)口博覽會(huì)海關(guān)通關(guān)須知》、《2018年首屆中國(guó)國(guó)際進(jìn)口博覽會(huì)檢驗(yàn)檢疫禁止清單》和《2018年首屆中國(guó)國(guó)際進(jìn)口博覽會(huì)檢驗(yàn)檢疫限制清單》，為境外參展商提供詳細(xì)指引。

To support the first China International Import Expo of 2018 and serve the national strategies of the “Belt and Road” initiative and further opening-up, the Customs rolls out facilitation measures as follows:

I. To formulate tailored guidelines on Customs clearance for the import expo. It develops and publishes the Customs Clearance Notice for the First China International Import Expo of 2018, The Prohibition List for Inspection and Quarantine during the First China International Import Expo of 2018 and The Restriction List for Inspection and Quarantine during the First China International Import Expo of 2018 in order to provide detailed guidelines for overseas exhibitors.

二、依托信息化管理系統(tǒng)，提供全流程服務(wù)。通過(guò)“單一窗口”和“互聯(lián)網(wǎng)+海關(guān)”實(shí)現(xiàn)進(jìn)口博覽會(huì)信息一次備案，為進(jìn)口博覽會(huì)提供展品備案、展品通關(guān)、展中監(jiān)管、展品核銷(xiāo)等全流程服務(wù)。

三、派員入駐現(xiàn)場(chǎng)，提供咨詢(xún)服務(wù)。進(jìn)口博覽會(huì)期間，海關(guān)將派員入駐國(guó)家會(huì)展中心（上海）的“一站式”服務(wù)中心，提供相關(guān)咨詢(xún)服務(wù)。

II. To rely on the information management system and provide services for the whole process. The import expo information is put on records once and for all through the “Single Window” and “Internet Plus Customs”, and services of exhibits registration, Customs clearance, supervision during exhibition, and re-conciliation of exhibits are provided for the import expo.

III. To dispatch personnel to the site and provide consulting services. During the import expo, the Customs will send staff to the One-Stop Service Center of the National Exhibition and Convention Center (Shanghai) to provide relevant consulting services.
