什么是“關(guān)于疫苗的病人信息”？什么是“授權(quán)民事處罰”？經(jīng)過在網(wǎng)上査詢該法有關(guān)內(nèi)容，理解后翻譯如下：

1986年頒布的《兒童期疫苗法》要求向患者提供疫苗信息，賦予食品與藥物管理局召回生物制劑的權(quán)力，并確定了民事罰款制度。

下面這個例子，選自程鎮(zhèn)球先生的《翻譯論文集》，也是運用批判性思維，發(fā)現(xiàn)問題、解決問題的很好例證。

例3.

我們對于蘇共中央先后兩次提出的宣言草案，提出了自巳的意見，并且在作了相當(dāng)多的原則性的重大修改后，提出自己的修改草案。

We expressed our views on the two successive drafts put forward by the CC of the CPSU and made a considerable number of major changes of principle, which we presented as our own revised draft.

程先生指出：漢語原文意思有些含糊?？赡軙腥藛枺杭热粚μK聯(lián)的草案提出許多重大修改，為什么還要提出自己草案？事實情況是，我們的草案就是經(jīng)我們修改后的原蘇聯(lián)草案。所以，如果按字面翻譯為“after many major changes of principle had been made，we provided our own draft”就不符合客觀情況。
