第一百零四條 縣級(jí)以上的地方各級(jí)人民代表大會(huì)常務(wù)委員會(huì)討論、決定本行政區(qū)域內(nèi)各方面工作的重大事項(xiàng)；監(jiān)督本級(jí)人民政府、人民法院和人民檢察院的工作；
Article 104 The standing committee of a local people’s congress at or above the county level discusses and decides on major issues in all fields of work in its administrative area; supervises the work of the people’s government, people’s court and people’s procuratorate at the corresponding level;
撤銷本級(jí)人民政府的不適當(dāng)?shù)臎Q定和命令；撤銷下一級(jí)人民代表大會(huì)的不適當(dāng)?shù)臎Q議；依照法律規(guī)定的權(quán)限決定國(guó)家機(jī)關(guān)工作人員的任免；在本級(jí)人民代表大會(huì)閉會(huì)期間，罷免和補(bǔ)選上一級(jí)人民代表大會(huì)的個(gè)別代表。
annuls inappropriate decisions and orders of the people’s government at the corresponding level; annuls inappropriate resolutions of the people’s congress at the next lower level; decides on the appointment or removal of functionaries of state organs within the limits of its authority as prescribed by law; and, when the people’s congress at the corresponding level is not in session, recalls individual deputies to the people’s congress at the next higher level and elects individual deputies to fill vacancies in that people’s congress.
第一百零五條 地方各級(jí)人民政府是地方各級(jí)國(guó)家權(quán)力機(jī)關(guān)的執(zhí)行機(jī)關(guān)，是地方各級(jí)國(guó)家行政機(jī)關(guān)。
Article 105 Local people’s governments at various levels are the executive bodies of local organs of state power as well as the local organs of state administration at the corresponding levels.
地方各級(jí)人民政府實(shí)行省長(zhǎng)、市長(zhǎng)、縣長(zhǎng)、區(qū)長(zhǎng)、鄉(xiāng)長(zhǎng)、鎮(zhèn)長(zhǎng)負(fù)責(zé)制。
Governors, mayors and heads of counties, districts, townships and towns assume overall responsibility for local people’s governments at various levels.
第一百零六條 地方各級(jí)人民政府每屆任期同本級(jí)人民代表大會(huì)每屆任期相同。
Article 106 The term of office of local people’s governments at various levels is the same as that of the people’s congresses at the corresponding levels.
