中拉經(jīng)貿(mào)合作是平等的、互利的、真誠(chéng)的。中拉合作秉持平等互利、合作共贏理念，不針對(duì)第三方。中國(guó)不打地緣政治小算盤，不搞封閉排他小圈子，不做凌駕于人的強(qiáng)買強(qiáng)賣，從來(lái)不會(huì)動(dòng)輒拿貿(mào)易戰(zhàn)威脅其他國(guó)家。事實(shí)已經(jīng)證明，中拉合作符合中拉雙方共同利益和愿望，聚焦共同發(fā)展，成果是互利共贏的。中國(guó)已經(jīng)是拉美第二大貿(mào)易伙伴。中國(guó)企業(yè)累計(jì)為拉美國(guó)家創(chuàng)造了180多萬(wàn)個(gè)就業(yè)崗位。對(duì)此，拉美國(guó)家人民有非常響亮和明確的聲音。希望美方有關(guān)人士能夠虛心聆聽(tīng)。
正如習(xí)近平主席日前在博鰲亞洲論壇2018年年會(huì)上指出的，中國(guó)將堅(jiān)定不移奉行互利共贏的開(kāi)放戰(zhàn)略，實(shí)行高水平的貿(mào)易和投資便利化政策，將進(jìn)一步放寬市場(chǎng)準(zhǔn)入，主動(dòng)擴(kuò)大進(jìn)口。這必將為包括拉美地區(qū)在內(nèi)的世界各國(guó)提供更多商機(jī)和更廣闊市場(chǎng)。我們?cè)咐^續(xù)與拉美國(guó)家一道，不斷擴(kuò)大中拉之間的互利共贏合作。
China's economic cooperation and trade with the Latin American countries is equal-footed, sincere and mutually beneficial. Our cooperation follows the principle of equality, mutual benefit and win-win results and does not target any third party. China never capitalizes on geopolitics, seeks an exclusive club, forces others to buy or sell condescendingly or frequently threatens other countries with a trade war. The facts have proven that our cooperation meets the common interests and expectations of the two sides and focuses on common development and the outcomes are mutually beneficial. Now China is the second largest trading partner for Latin America and Chinese enterprises have created a total of over 1.8 million jobs there. Regarding such cooperation, people from the Latin American countries have made their voice loud and clear enough and we hope that the US can listen to them with an open mind.
Just as President Xi Jinping pointed out at the Boao Forum for Asia Annual Conference 2018, China will stay committed to the strategy of opening up for win-win results, promote high-standard facilitation of trade and investment, further ease market access and proactively expand imports. This will provide more business opportunities and broader market for other countries around the world, including those in Latin America. We are willing to work with the Latin American countries to expand our mutually beneficial cooperation.
希望美方有關(guān)人士尊重事實(shí)和拉美國(guó)家意愿，客觀看待中拉關(guān)系，多做有利于拉美發(fā)展的事情，而不是亂扣帽子，更不能將經(jīng)貿(mào)問(wèn)題政治化。
問(wèn)：一段時(shí)間以來(lái)，中印官方互動(dòng)頻繁，是否說(shuō)明中印關(guān)系升溫？中方對(duì)中印關(guān)系未來(lái)發(fā)展有何看法？
答：今年以來(lái)，在兩國(guó)領(lǐng)導(dǎo)人引領(lǐng)下，中印關(guān)系保持積極發(fā)展勢(shì)頭，各層級(jí)交往密切，各領(lǐng)域合作取得不少新進(jìn)展。中共中央政治局委員、中央外事工作委員會(huì)辦公室主任楊潔篪日前在上海同印度國(guó)家安全顧問(wèn)多瓦爾舉行了會(huì)談。中印經(jīng)貿(mào)聯(lián)合小組第11次會(huì)議、第五次戰(zhàn)略經(jīng)濟(jì)對(duì)話先后成功舉行，兩國(guó)外交部負(fù)責(zé)人也進(jìn)行了互訪。此外，雙方還舉行了邊境事務(wù)、跨境河流等領(lǐng)域工作機(jī)制會(huì)議。上述互動(dòng)表明，中印兩國(guó)擁有廣泛共同利益，雙邊合作大有可為。
We hope that certain people from the United States can respect the fact and the will of the Latin American countries, view China's cooperation with the Latin American countries in an objective way and contribute more to the development of Latin American countries instead of indiscriminately pinning labels on others, still less politicizing the economic and trade issues.
Q: Recently, there have been frequent exchanges between the Chinese and Indian governments. Does that suggest a warming-up in China-India relationship? How does China view the prospect of its relationship with India?
A: Since this year, under the guidance of the leaders of the two countries, China-India relations have maintained a positive momentum of development with close interactions at various levels and new progress of cooperation in various fields. Yang Jiechi, member of the Political Bureau and Director of the Office of the Foreign Affairs Commission of the CPC Central Committee, recently held talks with Indian National Security Advisor Ajit Doval in Shanghai. The 11th meeting of the China-India Joint Economic Group and the 5th China-India Strategic Economic Dialogue have been successfully held and the officials of the Foreign Ministries of the two sides also exchanged visits. Besides, the two sides held working mechanism meetings on border affairs and cross-border rivers. The above-mentioned interactions have fully indicated that China and India share extensive common interests and enjoy promising prospects for bilateral cooperation.
