次區(qū)域國家是“一帶一路”建設(shè)的天然伙伴，也是首要受益對象。我們將踐行共商共建共享理念，推動次區(qū)域合作與“一帶一路”倡議對接，協(xié)調(diào)采取合作行動，實現(xiàn)協(xié)同聯(lián)動發(fā)展。明年中國將主辦第二屆“一帶一路”國際合作高峰論壇。歡迎次區(qū)域國家積極參與，共同推進全方位合作，共享合作成果。

我們要相互尊重、平等相待，堅持共同協(xié)商辦理次區(qū)域的事情。我們要堅持以發(fā)展為中心，在合作中謀求雙贏和共贏。我們要堅持包容互信，不因一時一事干擾發(fā)展與合作大局，共同為次區(qū)域發(fā)展合作營造良好環(huán)境。
We GMS countries are natural partners in and primary beneficiaries of the Belt and Road Initiative. Following the principle of consultation and collaboration for shared benefits, we could synergize GMS cooperation and the BRI and realize interconnected development through coordinated actions. As the host of the second Belt and Road Forum for International Cooperation next year, China welcomes fellow GMS countries to the Forum where we can further advance our wide-ranging cooperation and share in the fruits of such cooperation.
Fourth, we need to deepen our partnership. As a Chinese saying goes, good neighbors are well-wishers for each other. It serves the common interests of all GMS countries to forge a closer partnership for common development and shared prosperity. This is an overarching principle that we shall continue to follow.
It is important that we treat each other with respect and as equals and deal with sub-regional affairs through consultation. We must stay development-oriented and pursue win-win and all-win outcomes in cooperation. We must uphold inclusiveness and mutual trust to ensure that our development and cooperation are not affected by turns of events. This way, we could jointly create an enabling environment for the development of our sub-region.

去年，中國共產(chǎn)黨第十九次全國代表大會將習(xí)近平新時代中國特色社會主義思想確立為指導(dǎo)思想，規(guī)劃了中國發(fā)展藍(lán)圖，開啟了全面建設(shè)社會主義現(xiàn)代化國家的新征程。剛剛閉幕的十三屆全國人大一次會議進一步作出全面部署。中國發(fā)展進入新的時代，站在新的歷史起點。
新時代的中國，將全力追求高質(zhì)量發(fā)展。我們將深入貫徹新發(fā)展理念，堅持質(zhì)量第一、效益優(yōu)先，以供給側(cè)結(jié)構(gòu)性改革為主線，推動質(zhì)量變革、效率變革、動力變革，不斷增強經(jīng)濟創(chuàng)新力和競爭力。中國經(jīng)濟行穩(wěn)致遠(yuǎn)，將首先對周邊和次區(qū)域產(chǎn)生強大的輻射和帶動效應(yīng)，帶來巨大發(fā)展機遇。
Ladies and Gentlemen,
At the 19th National Congress of the Communist Party of China last year, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era was established as a guiding philosophy, and a blueprint was drawn up for China’s future development, marking China’s new journey toward a modern socialist country. At the first session of the 13th National People’s Congress of China that concluded just a few days ago, more detailed plans were made for China’s development. China is now in a new era of development and at a new historical starting point.
In the new era, China will pursue high quality development. We will act on the new development philosophy, giving top priority to quality and performance. We will focus on supply-side structural reform as a main task and strive for better quality, higher efficiency and more robust drivers of growth to make our economy more innovative and competitive. A long-term stable growth of the Chinese economy will give a strong boost and offer vast opportunities for the development of China’s neighborhood and the sub-region.
