國(guó)際上有人鼓吹“中國(guó)融資增加非洲國(guó)家債務(wù)論”，這完全是別有用心的不實(shí)之詞。中國(guó)融資加重非洲國(guó)家債務(wù)負(fù)擔(dān)了嗎？其背后有政治考量嗎？答案毫無(wú)疑問(wèn)是否定的。向包括尼在內(nèi)非洲國(guó)家提供融資支持時(shí)，中方始終遵循以下原則：
一是響應(yīng)非洲自身發(fā)展需要。中方依據(jù)非洲國(guó)家意愿，在力所能及的范圍內(nèi)給予融資支持，對(duì)非洲各國(guó)的經(jīng)濟(jì)社會(huì)發(fā)展起到了雪中送炭作用，受到了各國(guó)一致肯定和歡迎。
Some allegations by some people in the international community however, are biased and not fact-based. Take the concessionary loan provided by China to African countries. Has it increased the debt burden of countries concerned? Are there any political considerations behind it? The answers are definitely negative, contrary to the claim. That kind of claim, I should say, is full of groundless words with an attempt out of ulterior motives. When providing its financing support to African countries including Nigeria, China has always adhered to the following principles in the process:
First, the response made to the development demand of Africa itself. Based on the wishes put forward by the African countries, China provides financing support within its due capacity and offers timely assistance to the economic and social development of the African countries, which has been unanimously recognized and welcomed by all countries.
二是從不附加任何政治條件。中國(guó)同非洲國(guó)家一樣，都有過(guò)被外國(guó)掌控經(jīng)濟(jì)命脈，進(jìn)而遭受不公正待遇甚至被剝削壓迫的慘痛經(jīng)歷。因此，中國(guó)對(duì)非洲無(wú)論是援助還是合作，都絕不會(huì)搞西方國(guó)家那一套，更不會(huì)強(qiáng)加于人。
三是堅(jiān)持互利共贏。中非合作本質(zhì)上是南南合作，南南合作的一個(gè)重要特點(diǎn)就是平等相待，互利共贏。中國(guó)給予非洲資金支持，都要經(jīng)過(guò)認(rèn)真的可行性研究和市場(chǎng)化論證。
Secondly, never attach any political conditions. Like African countries, China had a painful experience of suffering unfair treatment and even being exploited and oppressed. Therefore, China will never do what the western countries have done or impose its will on others no matter in assistance or cooperation.
Thirdly, stick to the principle of mutual benefit and win-win results. The nature of China-Africa cooperation is South-South cooperation, one of whose major characteristics is equal treatment, mutual benefit and win-win results. The financing support provided by China must undergo serious feasibility studies and market-oriented arguments.
當(dāng)前一些非洲國(guó)家的債務(wù)積累不是這些年才發(fā)生的，中國(guó)也不是非洲國(guó)家主要債權(quán)方。中方堅(jiān)定支持非洲通過(guò)實(shí)現(xiàn)經(jīng)濟(jì)多元化發(fā)展、走可持續(xù)發(fā)展之路來(lái)解決債務(wù)問(wèn)題。中國(guó)對(duì)非融資支持主要投入基礎(chǔ)設(shè)施建設(shè)和生產(chǎn)性領(lǐng)域，如大量的公路、鐵路、港口、機(jī)場(chǎng)、通信等，極大地改善了非洲經(jīng)濟(jì)發(fā)展環(huán)境，幫助非洲“筑巢引鳳”，吸引外資，增強(qiáng)自身“造血”功能。
The current debt owned by some African countries was accumulated over a long period of time instead of occurring in recent years. China is not a main creditor of African countries. The solution to debt issues is to achieve diversified economic development by taking the path of sustainable development. China firmly supports this solution. China's financing support to Africa is mainly invested in infrastructure construction and the productive field. The Chinese companies have built a large number of infrastructure projects such as highways, railways, ports, airports and communications facilities in Africa, which greatly improved the environment for Africa's economic development, added to its appeal to foreign investment and enhanced its capability to achieve self-driven development.
“鞋子合不合腳，只有腳知道”。對(duì)于中國(guó)的對(duì)非合作，最有發(fā)言權(quán)的是非洲。到底誰(shuí)才是真心幫助非洲，誰(shuí)才是非洲最可信賴的伙伴，非洲人民心中有桿秤，自然會(huì)得出公正的結(jié)論。
作為世界上最大發(fā)展中國(guó)家，中國(guó)高度重視發(fā)展同非洲最大發(fā)展中國(guó)家尼日利亞的戰(zhàn)略伙伴關(guān)系。中方愿繼續(xù)本著共商共建共享原則，與尼方一道努力，促進(jìn)兩國(guó)發(fā)展戰(zhàn)略對(duì)接，推動(dòng)中非合作論壇北京峰會(huì)成果全面高效落實(shí)，攜手共建“一帶一路”，為兩國(guó)人民帶來(lái)更多實(shí)實(shí)在在利益。
There is a saying in China that "Only your feet can tell whether your shoes are suitable or not". Africa has the best say on China's cooperation with Africa. African people will have their own judgment and naturally come to the fair conclusion that who helps Africa sincerely and who is the most reliable partner of Africa.
As the largest developing country in the world, China highly values its strategic partnership with Nigeria, the largest developing country in Africa. Following the principle of consultation and collaboration for shared benefits, China is ready to work with Nigeria, through the integration of the two countries' development strategies and the implementation of the outcomes of the FOCAC Beijing Summit promptly and efficiently, to step up the Belt and Road cooperation and bring more tangible benefits to the two peoples.
