Refusing 5G Fair Play exposes US's over anxiety
2019年6月21日，格林納達主流媒體《格林納達聲報》刊發(fā)駐格林納達大使趙永琛署名文章《拒絕5G“費厄潑賴”暴露美國過度焦慮》，全文如下：
5月15日，美國政府發(fā)布總統(tǒng)行政命令，要求美國進入緊急狀態(tài)，美國企業(yè)不得使用對國家安全構(gòu)成風險的企業(yè)所生產(chǎn)的電信設備；行政令發(fā)布后，美國商務部長羅斯立即宣布將華為納入到了“實體名單”中。美國政府的用意很明顯，在中美貿(mào)易談判陷入僵局之時，妄圖以逼迫一家中國民營企業(yè)為籌碼迫使中國就范；同時，預謀徹底打垮華為，進而全面遏制中國高科技發(fā)展和產(chǎn)業(yè)升級勢頭，為美國企業(yè)在全球搶奪5G技術(shù)等新興科技領域的市場、維持在國際產(chǎn)業(yè)分工中的壟斷地位贏得時間。
On May 15, the US government issued an Presidential Executive Order that declared a national emergency and authorized the Commerce Secretary to regulate the acquisition and use of information and communications technology and services from a "foreign adversary". The US Secretary of Commerce Ross immediately announced that Chinese leading telecommunication enterprise Huawei had been included in the "list of entities". The intention is obvious. When the China-US trade consultations were deadlocked, the US government attempted to use a Chinese private enterprise as a bargaining chip to force China to give up. At the same time, it premeditated to completely defeat Huawei and further curb China's high-tech development and industrial upgrading momentum, so as to get time for US companies in the global market competition for emerging technology sectors such as 5G technology and maintain a monopoly in the international industrial division of labor.
從美國《2019年國防授權(quán)法案》中插入的“技術(shù)禁令”，到美國國務卿滿世界炒作所謂的“華為技術(shù)安全問題”、威脅他國不要使用華為技術(shù)，再到5月15日的總統(tǒng)行政令，美國如此動用國家力量，不惜采用各種非常規(guī)手段打壓一家中國企業(yè)，可謂前所未有、世所罕見。
華為投入5G技術(shù)研究已超過10年之久，在5G方面比同行至少領先12個月到18個月，累計獲得基本專利授權(quán)超過2570件，已簽訂了30多個5G商用合同，40000多個5G基站已發(fā)往世界各地。華為已是全球最大的5G設備廠商。華為不僅僅是一家手機廠商，同時也是一家電信設備廠商，華為是全球最大的電信設備廠商，其生產(chǎn)的路由器、交換機因為物美價廉受到了很多消費者的歡迎。華為強大的科技能力為華為的發(fā)展提供了源源不斷的動力，遠遠超過了美國。
From the "Technical Injunction" inserted in the US Defense Authorization Act of 2019, to the US Secretary of State speculating on the so-called "Huawei technical security issues" all over the world threatening other countries not to use Huawei technology, and then to the Presidential Executive Order on May 15, the United States has used the power of the state to suppress a Chinese company, taking a variety of unconventional means, which is unprecedented and rare in the world.
Huawei has invested in 5G technology research for more than 10 years,ahead of others for at least 5 months to 18 months, and has obtained more than 2,570 basic patent licenses. with over 30 commercial contracts in 5G and more than 40,000 5G base stations sent over the world. Huawei,already the world's largest 5G equipment manufacturer,is not only a mobile phone manufacturer, but also the world's largest telecommunications equipment manufacturer. Its routers and switches are welcomed by many consumers because of high quality and low price. Huawei's strong scientific and technological capabilities are constant source of momentum for Huawei's development, far exceeding the United States.
一個真正的運動員面臨與其競爭的選手應該是本著“更快、更高、更強”的奧林匹克精神進行公平競爭，而不是暗中使絆甚至威脅對手、禁止對手參賽。以美國拒絕5G競爭、選擇不公平手段為標志，美國徹底暴露出其越來越?jīng)]有信心，過度焦慮。華為每年從美國公司采購超過110億美元的商品和服務，禁令將給與華為有業(yè)務往來的美國公司的成千上萬美國員工造成經(jīng)濟損失。全面禁止華為設備將導致美國數(shù)以萬計就業(yè)機會消失。在沒有任何證據(jù)的情況下動用國家力量來抹黑和打擊特定的企業(yè)，這種做法既不公正，也不道德。一國當然有權(quán)利維護國家的信息安全，但不能打著安全的幌子，以莫須有的借口損害甚至扼殺企業(yè)的合法正當經(jīng)營，對于這種無理做法和霸凌行徑，各國都應予以警惕和抵制。這樣的行徑違反市場經(jīng)濟和國際經(jīng)貿(mào)活動的基本準則，赤裸裸地顯示了美國的經(jīng)濟霸凌。
A true athlete facing competitors should compete fairly with the Olympic spirit of "faster, higher, stronger", rathe than secretly compromising or even threatening rivals and prohibiting them from participation. Rejecting 5G competition and choosing unfair measures, the United States has completely exposed its increasing lack of confidence and over anxiety. Huawei purchases more than $11 billion worth of goods and services from US companies every year. The executive order will cause economic losses to thousands of employees of US companies that do business with Huawei. The total ban on Huawei equipment will lead to five-digit loss of jobs in the United States. It is neither fair nor ethical to use state power to discredit and attack specific businesses without any evidence. Of course, a country has the right to safeguard its information security, but the precautions of security cannot be used to damage or even stifle the legitimate business operations of enterprises. For such unreasonable bullying practices, all countries should be vigilant and boycott. Such practice violates the basic norms of market economy and international economic and trade practices, and showcases the naked economic bullying of the United States.
