第一，這是一條“和平發(fā)展之路”。中國提出“一帶一路”倡議，既是基于自身發(fā)展作出的戰(zhàn)略抉擇，也是在以實際行動推動經濟全球化，造福世界各國人民。中國在“一帶一路”中不打地緣博弈小算盤，不搞封閉排他小圈子，不做凌駕于人的強買強賣。中國希望各方秉持和遵循共商共建共享的原則，共同走上和平發(fā)展的道路。我想強調的是，“一帶一路”是中國向世界提供的公共產品，我們歡迎大家來搭便車、搭快車。通過“一帶一路”，中國向世界表明，中國自始至終是世界和平的建設者和國際秩序的維護者。
First, this is a road to peace and development.
This Initiative is not only a strategic choice of China based on its own development. It is also China's concrete action to advance globalization and deliver benefits to the people of the whole world.
In this Initiative, China has no geopolitical calculations. China is not building an exclusive bloc. And China is not strong-arming anybody to do deals on our terms.
The principles for Belt and Road cooperation are extensive consultation, joint contribution and shared benefits among all partners. And the goal is peaceful development for all.
I want to emphasize that the BRI is a public good that China offers to the world.
It is a fast train to prosperity that is ready to take everybody along.
It is a testament to China's continued efforts to promote world peace and uphold the international order.
第二，這是一條“對外開放之路”。中國將堅持對外開放的基本國策，堅持打開國門搞建設。兩周前，習近平主席在博鰲亞洲論壇上發(fā)表主旨演講時莊嚴宣告，“中國開放的大門不會關閉，只會越開越大！”“一帶一路”是中國在新時代擴大對外開放的重大舉措，可以說，對外開放根植于“一帶一路”的基因之中。下階段，中國還將采取更多舉措來擴大開放，放寬市場準入，創(chuàng)造更有吸引力的投資環(huán)境，加強知識產權保護，進一步擴大進口。迄今，中國已累計簽署了16個自貿協(xié)定，涉及24個國家和地區(qū)。今年還將推進10個自貿協(xié)定談判，啟動10個自貿協(xié)定可行性研究。
Second, the BRI is a road to greater openness in China.
Two weeks ago, in his keynote speech to the Annual Conference 2018 of the Boao Forum for Asia, President Xi made a solemn statement. He said, "China's door of opening-up will not be closed and will only open even wider!"
China in the new era will remain committed to its fundamental national policy of opening up. We will pursue development with our doors wide open. And the Belt and Road Initiative is the important measure to achieve just that. BRI has opening-up in its genes.
Going forward, China will
significantly broaden market access,
create a more attractive investment environment,
strengthen protection of intellectual property rights,
and take the initiative to expand imports.
As of today, China has signed 16 free trade agreements (FTA) with 24 countries and regions. This year, we hope to secure progress in the negotiations on ten FTAs and launch feasibility studies on another ten.
