二要堅(jiān)持互利共贏,不斷打造中英“一帶一路”合作的“支撐點(diǎn)”。近年來,中英“一帶一路”合作動力強(qiáng)勁,不少項(xiàng)目已取得“早期收獲”。中英合作旗艦項(xiàng)目—欣克利角C核電項(xiàng)目主體工程順利開工,“華龍一號”通用設(shè)計(jì)審查進(jìn)入第二階段。中國總部基地集團(tuán)投資17億英鎊的皇家阿爾伯特碼頭項(xiàng)目去年6月破土動工。首個(gè)中英地方合作園區(qū)—青島中英創(chuàng)新產(chǎn)業(yè)園建設(shè)啟動。這些都說明,中英“一帶一路”合作優(yōu)勢互補(bǔ)、潛力巨大,只要堅(jiān)持互利共贏,就能成為“天然合作伙伴”,就能打造更多合作項(xiàng)目,就能結(jié)出更多合作成果。
Second, we should establish a "firm anchor" for BRI cooperation with win-win projects.
Recent years have seen vigorous progress and plenty of "early harvests".
The Hinkley Point C nuclear power plant has entered into construction phase, and Hualong One technology has moved to the second stage of the generic design assessment.
The Royal Albert Dock project broke ground last June, with an investment of £1.7 billion from the ABP.
And the first sub-national cooperation project, the China-UK Innovation Industrial Park in Qingdao, has been launched.
All these successful projects bear witness to the complementarity and huge potential of China-UK cooperation on the Belt and Road. As long as we work together in a mutually beneficial way, we can live up to the name of "natural partners", we can build more projects and we can produce more outcomes.
三要堅(jiān)持反對保護(hù)主義,牢牢抓住“一帶一路”開放包容“基本點(diǎn)”。開放包容是“一帶一路”建設(shè)的精髓,推動“一帶一路”跨越不同地域、不同發(fā)展階段、不同文明,釋放出強(qiáng)大活力和生命力。這與保護(hù)主義、“你贏我輸”的“零和思維”形成鮮明對比。我想強(qiáng)調(diào)的是,保護(hù)主義從來解決不了問題。貿(mào)易戰(zhàn)更是損人害己,中國堅(jiān)決反對貿(mào)易戰(zhàn),但不怕貿(mào)易戰(zhàn)。中國采取反制措施既是為了捍衛(wèi)自身合法權(quán)益,也是為了維護(hù)全球共同利益,為了捍衛(wèi)以規(guī)則為基礎(chǔ)的國際貿(mào)易體系。英國一直是貿(mào)易自由化的踐行者,也是多邊貿(mào)易體系的堅(jiān)定維護(hù)者。在當(dāng)前形勢下,中英兩國更應(yīng)秉持“一帶一路”蘊(yùn)涵的開放包容精神,旗幟鮮明地反對貿(mào)易保護(hù)主義,推進(jìn)“一帶一路”合作,共同為推動構(gòu)建開放型世界經(jīng)濟(jì)做出新貢獻(xiàn)。
Third, we should oppose protectionism and stay true to BRI's "basic principles" of openness and inclusiveness.
Being open and inclusive gives BRI its spirit. This is the reason for the strength and vitality of this Initiative regardless the differences between regions, civilizations or development stages. It is in sharp contrast to the protectionist rhetoric of "zero-sum game" or "you win I lose".
Here I want to emphasize that protectionism never solves any problem. There is no winner in a trade war.
China firmly opposes a trade war, but China is not afraid of a trade war. When China took counter-measures against the US protectionist measures, we were safeguarding not only our own legitimate rights and interests but also the interests of the world. In doing so, we are defending the rules-based international trade regime.
The UK has always been a free trading nation and firm defender of the multi-lateral trading system. Under the current circumstances, it is all the more important that China and the UK stay true to open and inclusive principles advocated by BRI and voice our clear opposition to protectionism. By enhancing our cooperation under the Belt and Road Initiative, we can make new contribution to building an open world economy.
