一要堅(jiān)持敢為人先，將金融服務(wù)合作培育成中英“一帶一路”合作新的“增長點(diǎn)”。英國向來在金融合作中發(fā)揮著引領(lǐng)作用，英國是第一個(gè)申請加入亞洲基礎(chǔ)設(shè)施投資銀行的西方大國，也是繼中國之后第二個(gè)向亞投行專門基金注資的國家。英國還率先共同核準(zhǔn)并簽署《“一帶一路”融資指導(dǎo)原則》，帶頭設(shè)立了“一帶一路”特使和專家理事會(huì)，宣布支持250億英鎊“一帶一路”亞洲項(xiàng)目。英國渣打集團(tuán)率先與中國國家開發(fā)銀行簽署100億人民幣“一帶一路”項(xiàng)目授信貸款諒解備忘錄，還將在2020 年底前為“一帶一路”項(xiàng)目提供至少200 億美元的融資支持?！耙粠б宦贰苯ㄔO(shè)不僅需要投融資合作，還涉及大量配套金融服務(wù)，包括代理行關(guān)系、銀團(tuán)貸款、資金結(jié)算和清算等，中國正積極推進(jìn)在“一帶一路”沿線國家設(shè)立金融服務(wù)平臺。中英可充分利用英國在融資、PPP、保險(xiǎn)、綠色金融等領(lǐng)域的專業(yè)優(yōu)勢，加強(qiáng)金融領(lǐng)域合作，為“一帶一路”建設(shè)提供金融服務(wù)保障。

This calls for a pioneering spirit, which the UK has plenty.
The UK has been a world leader in carrying out financial cooperation with China under the Belt and Road Initiative.
It is the first major Western country to apply to join the Asian Infrastructure Investment Bank (AIIB).
It is the second country only after China to contribute to an AIIB special fund.
It is one of the first countries to approve and sign the Guiding Principles on Financing the Development of the Belt and Road.
It is the first country to appoint a BRI special envoy and set up an Expert Board.
It has pledged ￡25 billion in support of BRI projects in Asia.
The British financial sector has also made much headway. Take for example Standard Chartered.
It is the first to sign an MOU with the China Development Bank, pledging 10 billion RMB yuan to facilitate Belt and Road projects.
It is expected to provide at least $20 billion in financing support for BRI projects by the end of 2020.
Belt and Road development creates a huge demand for not only investment and financing but also services, such as agent banking relationships, syndicated loans, settlement and clearing.
Therefore China is encouraging the establishment of financial services platforms in the countries along the routes.
China-UK cooperation in the financial sector could bring out British expertise in financing, public-private-partnership, insurance and green finance. This will provide Belt and Road development with better financial services.
