今年是中日和平友好條約締結(jié)40周年，中日關(guān)系正面臨著改善和發(fā)展的重要契機(jī)。在雙方共同努力下，中日關(guān)系呈現(xiàn)出改善勢(shì)頭。此次李克強(qiáng)總理對(duì)日本的正式訪(fǎng)問(wèn)是中國(guó)總理時(shí)隔8年正式訪(fǎng)日。訪(fǎng)問(wèn)期間，李克強(qiáng)總理將同安倍晉三首相舉行會(huì)談，會(huì)見(jiàn)明仁天皇，同日本朝野政黨及各界人士進(jìn)行廣泛接觸。我們相信，這次訪(fǎng)問(wèn)將進(jìn)一步鞏固中日關(guān)系改善勢(shì)頭，推動(dòng)兩國(guó)關(guān)系重回正常發(fā)展軌道，為下一步兩國(guó)關(guān)系發(fā)展作出規(guī)劃。
問(wèn)：據(jù)報(bào)道，有韓國(guó)青瓦臺(tái)官員表示，需要考慮中國(guó)是否參與未來(lái)“終戰(zhàn)宣言”問(wèn)題。中方對(duì)此有何評(píng)論？
答：中方堅(jiān)定維護(hù)朝鮮半島和平穩(wěn)定，主張半島應(yīng)以持久的和平機(jī)制取代臨時(shí)的停戰(zhàn)機(jī)制，希望有關(guān)各方通過(guò)對(duì)話(huà)協(xié)商共同致力于這一目標(biāo)。中方將繼續(xù)為推動(dòng)建立半島和平機(jī)制發(fā)揮應(yīng)有作用。
This year marks the 40th anniversary of the signing of the Treaty of Peace and Friendship between China and Japan, presenting important opportunities for the improvement and development of China-Japan relations. With the concerted efforts of the two sides, China-Japan relations now take on a momentum of improvement. Premier Li Keqiang's visit makes the first official one by a Chinese premier within the latest 8 years. During the visit, he will have a talk with Prime Minister Shinzo Abe, meet with Emperor Akihito and engage with people from political parties and all walks of life. We believe it will further consolidate the momentum of improvement for China-Japan relations, help bilateral relations return to the track of normal development and chart the course for our bilateral relations in the future.
Q: Officials from Cheong Wa Dae said today that it's necessary to consider whether China should be a party to "the proclamation on the termination of war" in the future. What's your comment?
A: China firmly upholds the peace and stability of the Korean Peninsula and maintains that the temporary armistice mechanism should be replaced by a permanent peace regime on the Peninsula. We hope that all relevant parties should work together for this goal through dialogue and negotiation. China will continue to play its role in advancing the establishment of the Peninsula peace regime.
問(wèn)：4月30日，以色列總理內(nèi)塔尼亞胡公布伊朗秘密核武器研發(fā)計(jì)劃相關(guān)材料。外界普遍認(rèn)為，在美國(guó)總統(tǒng)特朗普將于5月12日決定美是否退出全面協(xié)議背景下，以方此舉使全面協(xié)議前景更加不容樂(lè)觀。請(qǐng)問(wèn)中方對(duì)此有何評(píng)論？
答：中方注意到有關(guān)報(bào)道，也注意到有關(guān)各方所做的反應(yīng)。六國(guó)與伊朗2015年達(dá)成全面協(xié)議，并提交聯(lián)合國(guó)安理會(huì)核可，正是為了確保伊朗核計(jì)劃的和平性質(zhì)。國(guó)際原子能機(jī)構(gòu)是唯一有權(quán)對(duì)伊監(jiān)督核查并對(duì)伊核計(jì)劃性質(zhì)作出結(jié)論的國(guó)際組織。我們注意到機(jī)構(gòu)已經(jīng)連續(xù)10次確認(rèn)伊朗履行了全面協(xié)議義務(wù)。全面協(xié)議對(duì)伊核計(jì)劃規(guī)定了史無(wú)前例的嚴(yán)格監(jiān)督核查措施。當(dāng)務(wù)之急是所有各方從大局和長(zhǎng)遠(yuǎn)出發(fā)，繼續(xù)認(rèn)真執(zhí)行和維護(hù)全面協(xié)議。
Q: On April 30, Israeli Prime Minister Benjamin Netanyahu presented documents that purportedly prove Iran had been secretly developing nuclear weapons. There are comments that as May 12, the date by which US President Trump is due to decide whether the US should quit the nuclear deal with Iran, draws near, this move by the Israeli side will cast a darker shadow on the prospect of the nuclear deal. What is your comment?
A: We have noted relevant reports as well as responses made by the relevant parties. The Joint Comprehensive Plan of Action (JCPOA) was agreed by Iran and the five permanent members of the UN Security Council plus Germany (the P5+1) which was endorsed by the UN Security Council Resolution 2231 to ensure the peace nature of the Iranian nuclear programme. The International Atomic Energy Agency (IAEA) is the only international organization that has the authority to monitor and verify Iran's compliance with the JCPOA and reach a conclusion on the nature of the Iranian nuclear programme. We have noted that the IAEA has verified Iran's full compliance with the JCPOA obligations for ten times. The JCPOA put in place the strictest monitoring and verification measures on the Iranian nuclear programme. What is imperative is for all relevant parties to bear in mind the general and long-term picture and continue to earnestly implement and safeguard the JCPOA.
