I'm very happy to have the opportunity to talk to you about Toronto, particularly to talk about how the City of Toronto endeavors to turn itself with success into a green city in theprocess of economic integration with its surrounding cities.
The City of Toronto is a mature municipality and has limited greenfield development potential. Unlike the cities surrounding us, the City of Toronto has also the added cost burden of having to begin replacing its infrastructure which in some cases is over 100 years old. Most of the development in the municipalities around Toronto has occurred over the past 30 years and therefore their infrastructure is relatively new and was paid for by the
development charges.
我很高興有機會向各位介紹一下多倫多，我想著重談一下多倫多市在與其周邊城市經(jīng)濟一體化的過程中是如何成功地將自己打造成為一座綠色城市的。
多倫多市是一個發(fā)展得很成熟的大城市，這樣就限制了這座城市的土地開發(fā)潛力。此外，多倫多市還面臨著長達百年之久的城市基礎(chǔ)設(shè)施的重建問題，基礎(chǔ)設(shè)施的重建也給這座城市增加了沉重負擔。而多倫多市周邊的城市大都是在最近30年才發(fā)展起來的新城，因而它們的基礎(chǔ)設(shè)施比較新，而且這些城市基礎(chǔ)設(shè)施建設(shè)的費用已在城市自身建設(shè)的過程中得到了解決。
The Greater Toronto Area has one of the most diversified economies of any region in North America. The largest economic sectors in the region include aerospace, biomedical industry, apparel industry, food processing industry, financial services, business and professional services, information technology, telecommunication and media. Due to the urbanization of the Greater Toronto Area, over the last 30 years, most of the largest economic sectors spanned across municipal boundaries. Most of the high value added business operations, for example, financial services, biomedical industry, computer software development, digital media, and research and development, are located within the City of Toronto. Traditional heavy manufacturing operations tend to locate in the surrounding municipalities, where the realty taxes are lower and there is a plenty of available land for greenfield development.
大多倫多地區(qū)有著北美地區(qū)最豐富的經(jīng)濟體，其最大的經(jīng)濟體有航空業(yè)、生物醫(yī)藥業(yè)、服裝業(yè)、食品加工業(yè)、金融服務(wù)業(yè)、商業(yè)服務(wù)業(yè)、專業(yè)服務(wù)業(yè)、信息技術(shù)產(chǎn)業(yè)、電信傳媒產(chǎn)業(yè)等。由于整個大多倫多區(qū)域的城市化，大部分規(guī)模最大的經(jīng)濟體的發(fā)展在過去30年里跨越了城市邊界。大部分高附加值的商務(wù)運作實體，如金融服務(wù)業(yè)、生物醫(yī)藥業(yè)、計算機軟件產(chǎn)業(yè)、數(shù)碼傳媒業(yè)、研究開發(fā)機構(gòu)等，都座落在多倫多市區(qū)內(nèi)，而傳統(tǒng)的重工業(yè)則呈現(xiàn)出向多倫多周邊城市轉(zhuǎn)移的發(fā)展態(tài)勢，這是因為多倫多周邊城市的地稅較低，而且有大量的土地可發(fā)展為綠地。
One of the four visions in the "City's Strategic Plan" is that Toronto is clean, green and environmentally sustainable. The City of Toronto has adopted an environmental plan to achieve its long-term goal of environmental sustainability. The plan includes 66 specific recommendations which guide city policies. It was developed within input from a wide range of community participants including citizens, students, academics, businesses, civil servants from the municipal, provincial and federal governments and City Councillors.
多倫多市的《城市發(fā)展戰(zhàn)略計劃》含四個發(fā)展目標，其中之一就是把多倫多市建設(shè)成為一座清潔、綠色、環(huán)境可持續(xù)性發(fā)展的城市。多倫多市制訂了一項環(huán)保計劃，以確保這座城市實現(xiàn)可持續(xù)性發(fā)展的長期目標。這項環(huán)保計劃包含旨在引導(dǎo)城市政策的66條細則。社會各界為其獻計獻策，各方人士群策群力，共同參與了這項環(huán)保計劃的制訂，他們中間有市民、學(xué)生、學(xué)者、商人、市政府公務(wù)員、省政府公務(wù)員、聯(lián)邦政府公務(wù)員，以及市政廳議員。
