這些問題的存在值得我們每個(gè)人重視，因?yàn)樗鼈儠?huì)影響每個(gè)人的生活質(zhì)量。這些問題源于經(jīng)濟(jì)和社會(huì)條件的變化，它們是全國性的問題，甚至是世界性的問題。這些問題伴隨著都市化和現(xiàn)代化的進(jìn)程而產(chǎn)生，我們無法回避這些問題，唯一的出路在于學(xué)會(huì)如何處理它們。
中國政府將致力于全面建設(shè)小康社會(huì)，繼續(xù)實(shí)施科教興國戰(zhàn)略，優(yōu)先發(fā)展教育，形成比較完善的現(xiàn)代國民教育體系，形成全民學(xué)習(xí)、終身學(xué)習(xí)型社會(huì)，促進(jìn)人的全面發(fā)展。要實(shí)現(xiàn)這一目標(biāo)，我們必須對(duì)現(xiàn)有的教育體制進(jìn)行改革，重新設(shè)計(jì)人才培養(yǎng)模式，重新設(shè)計(jì)中長期教育發(fā)展規(guī)劃。優(yōu)先發(fā)展教育戰(zhàn)略不僅要立足于國民整體素質(zhì)的培養(yǎng)和教育的普及，更要為中國參與未來的國際社會(huì)競爭而培養(yǎng)和吸納高素質(zhì)的高科技人才。在實(shí)現(xiàn)上述教育技術(shù)現(xiàn)代化和信息化的過程中，我們一定要確保婦女與男子共享信息和優(yōu)質(zhì)教育資源，提高婦女的文化素質(zhì)和受教育年限，加大對(duì)貧困地區(qū)教育的投入，為貧困地區(qū)婦女受教育創(chuàng)造更有利的條件。
These problems merit the immediate attention and concern of every one, because they will affect the life of each of us. Arising from the changed economic and social conditions, these problems have nationwide and even worldwide consequences. During the process of urbanization and modernization, these problems are inevitable and there's no way for us to avoid any contact with them. The only way out of the worsening situation is for us to learn to deal with them.
The Chinese government is dedicated to the overall construction of a moderately developed society and to the continuous
implementation of the strategy of developing the country through science and education and giving priority to the development of education. China strives to bring forth a relatively complete modern national education system and build a society of lifelong education for all the people which values highly the all-round development of a person. To realize this target, we must reform the existing educational system, and redesign the pattern in personnel training and the medium- and long-term plan for the development of education. The strategy to give priority to the development of education in China should not only base itself upon the cultivation of the national quality and the popularity of education, but also attach more importance to the efforts of training and attracting high-tech personnel of high quality in future international competition. In the process of realizing the above-mentioned processes of education technology and information modernization, we must ensure that women share the equal information and high-quality educational resources with men, that women's educational level and years of education be enhanced, and that investment in education in the impoverished regions be increased so as to create more favorable conditions for women in these regions to receive education.
為了切實(shí)保護(hù)兒童權(quán)益，中國的立法、司法、政府各有關(guān)部門以及社會(huì)團(tuán)體都建立了相應(yīng)的機(jī)制，以監(jiān)督、實(shí)施和促進(jìn)保護(hù)兒童事業(yè)的健康發(fā)展。中國政府動(dòng)員社會(huì)采取多種方式關(guān)心和幫助殘疾兒童的成長，大力弘揚(yáng)殘疾兒童自強(qiáng)不息的精神，倡導(dǎo)團(tuán)結(jié)、友愛、互助的社會(huì)風(fēng)尚。中華民族素有“攜幼”、“愛幼”的傳統(tǒng)美德，中國古語“幼吾幼以及人之幼”流傳至今。我們要在全社會(huì)倡導(dǎo)樹立“愛護(hù)兒童、教育兒童、為兒童做表率、為兒童辦實(shí)事”的公民意識(shí)，并努力為兒童事業(yè)的發(fā)展創(chuàng)造良好的社會(huì)條件。
不斷變化的社會(huì)不僅給我們帶來了問題，也給我們帶來了機(jī)會(huì)。變化可以被認(rèn)為是不斷產(chǎn)生的挑戰(zhàn)和危機(jī)，而挑戰(zhàn)在我們看來則是建設(shè)更美好的社會(huì)的機(jī)遇。漢語中“危機(jī)”這個(gè)詞由“危”和“機(jī)”這兩個(gè)漢字組成。因此，危機(jī)也孕育著機(jī)會(huì)。中國的社會(huì)變更給社會(huì)帶來了許多問題，同時(shí)也給人們帶來了更多的機(jī)遇。在全球經(jīng)濟(jì)日趨一體化的今天，讓我們迎接挑戰(zhàn)，擁抱機(jī)遇，承擔(dān)責(zé)任，共同建設(shè)更美好的明天。
To effectively protect children's rights and interests, China's legislation, judicial and government departments concerned as well as non-governmental organizations have set up corresponding mechanisms to supervise, facilitate and promote the healthy development of the work on protecting children. The Chinese government has done a great deal to mobilize various circles in society to care for, in various manners, the development of disabled children, to greatly encourage the spirit of unceasing self-improvement among physically disadvantaged children and to advocate the valued social virtues of unity, friendship and mutual aid. The Chinese nation has long cultivated the traditional virtues of "bringing up the young" and "caring for the young". An old Chinese saying that "Love our own children and love others' children in the same manner" is still very popular. We should urge the society at large to raise the awareness of the importance of "protecting and
educating children, and setting a good example and doing practical things for children". We will spare no efforts to create favorable social conditions for the progress of child development programs.
The perpetually changing society brings us not just problems, but opportunities as well. Change can be viewed as something that constantly generates challenges and crises, and challenges, in our view, are opportunities to build a better society. The word crisis in the Chinese language weiji is a two-character word comprising wei and ji, meaning respectively danger and opportunity. Thus, weiji entails opportunities. Social changes in China create problems for the society and meanwhile more opportunities for the people. In the economic globalization today, let us meet challenges, embrace opportunities, shoulder responsibilities and work together to make tomorrow a better day.
