International agreements to which the People’s Republic of China is not a party but which are implemented in Macao may continue to be implemented in the Macao Special Administrative Region.

　　中央人民政府根據(jù)情況和需要授權(quán)或協(xié)助澳門特別行政區(qū)政府作出適當(dāng)安排，使其他與其有關(guān)的國際協(xié)議適用于澳門特別行政區(qū)。

　　The Central People’s Government shall, as necessary, authorize or assist the government of the Region to make appropriate arrangements for the application to the Region of other relevant international agreements.

　　第一百三十九條中央人民政府授權(quán)澳門特別行政區(qū)政府依照法律給持有澳門特別行政區(qū)永久性居民身份證的中國公民簽發(fā)中華人民共和國澳門特別行政區(qū)護(hù)照，給在澳門特別行政區(qū)的其他合法居留者簽發(fā)中華人民共和國澳門特別行政區(qū)的其他旅行證件。

　　Article 139 The Central People’s Government shall authorize the Government of the Macao Special Administrative Region to issue, in accordance with law, passports of the Macao Special Administrative Region of the People’s Republic of China to all Chinese citizens who hold permanent identity cards of the Region, and travel documents of the Macao Special Administrative Region of the People’s Republic of China to all other persons lawfully residing in the Region.

　　上述護(hù)照和旅行證件，前往各國和各地區(qū)有效，并載明持有人有返回澳門特別行政區(qū)的權(quán)利。

　　The above passports and travel documents shall be valid for all states and regions and shall record the holder’s right to return to the Region.

　　對世界各國或各地區(qū)的人入境、逗留和離境，澳門特別行政區(qū)政府可實行出入境管制。

　　The Government of the Macao Special Administrative Region may apply immigration controls on entry into, stay in and departure from the Region by persons from foreign states or regions.

　　第一百四十條中央人民政府協(xié)助或授權(quán)澳門特別行政區(qū)政府同有關(guān)國家和地區(qū)談判和簽訂互免簽證協(xié)議。

　　Article 140 The Central People’s Government shall assist or authorize the Government of the Macao Special Administrative Region to negotiate and conclude visa abolition agreements with relevant foreign states or regions.
